Job Description

(U) JOB SUMMARY: Perform advanced assignments in general or specialized financial analysis functions and require comprehensive, specialized knowledge of both areas related to assigned duties and financial analysis function in general.

(U) PRIMARY DUTY RESPONSIBILITIES:

  • (U) Business case analysis
  • (U) Cost benefit analysis
  • (U) Cost allocation analysis
  • (U) Cost recovery analysis
  • (U) Cost risk analysis
  • (U) Lifecycle cost and benefits of programs and their component projects
  • (U) Estimate variations of lifecycle cost and benefits due to changes in parameters
  • (U) Cost benefit model breaking out dollars by appropriation, WBS element, and time phase by fiscal year
  • (U) Cost benefit estimates that identify the BOE, proposed LOE by task, and time-phase dollars budget formulation and execution
  • (U) Budget and financial status documentation
  • (U) Government budget planning, expenditure tracking and reconciliation,
  • (U) Project-level assistance with validation, financial planning, analysis and documentation for budget and procurement planning
  • (U) Formal budget review cycle support, including tracking of budget, financial activities, and status of each project budget
  • (U) Tracking project costs against current and future budgets
  • (U) Analyze planned activities and identification of critical paths
  • (U) Program project control, including assistance with formulation of control account plans
  • (U) Analyze multiple data sources to generate strategic fiscal planning reports
  • (U) Identify and define requirements and resources for Planning, Programming, Budgeting, and Execution (PPBE) process to meet the customer's strategic goals to include identifying future needs and matching those needs with corresponding fund types for resourcing in the areas of manpower, IT, travel, training and annual supply needs

EDUCATION REQUIREMENTS: Bachelor's Degree with significant quantitative analytic such as Business, Mathematics, Statistics, or Operations Research (required) with 4-7 years related experience; 4+ years additional financial management experience may be substituted for Bachelor's degree

RELEVANT EXPERIENCE: Demonstrated specialized experience in business, finance, schedule, benefits analysis, DoD/AF budget cycle, cost risk analysis/mitigation planning, business case development

KEY REQUIREMENTS: Expert with Microsoft Excel ; High proficiency with Microsoft Office Suite (Word, Powerpoint, Project)
