Summary:

Huntington Ingalls Industies - Technical Solutions Division is seeking a talented and experienced veteran to join our team at Shaw AFB, in South Carolina. Shaw Air Force Base ranks as one of the oldest installations in the Air Force. Shaw Air Force Base is named in honor of 1st Lt. Ervin D. Shaw, a Sumter County native, killed in action during World War I while on a long-range reconnaissance flight behind enemy lines. Today, Shaw Air Force Base is the home of the United States Air Force Central Command (USAFCENT) Headquarters, the 15th Air Force Headquarters and the 20th Fighter Wing, and is the largest combat F-16 fighting wing. The base community consists of more than 7,140 active duty military members, 14,000 family members and more than 730 civilian employees. AFCENT is the Air Force Service Component of United States Central Command (USCENTCOM), a joint Department of Defense combatant command responsible for U.S. security interests in 27 nations that stretch from the Horn of Africa through the Persian Gulf region, into Central Asia.

Duties and Responsibilities:

Foreign Disclosure Support: Consulting and Advisory Services (5 FTEs) in support of AFCENT/CoS.

Foreign Disclosure (FD) contract personnel directly support and are accountable to the USAFCENT Foreign Disclosure Officer (FDO) at USAFCENT Headquarters, Shaw AFB, SC, and other AOR forward locations, to include Al Udeid Air Base, Qatar.

Subtasks
  1. Ensure all pre-deployment and bed down arrangements satisfy USAFCENT requirements.
  2. Provide foreign disclosure guidance to the USAFCENT Commander and staff in support of daily intelligence data exchanges occurring within the Combined Air Operations Center (CAOC),and USAFCENT Headquarters.
  3. Receive, analyze and respond to all requests and requirements for foreign disclosure.
  4. Ensure that disclosures and releases of information are consistent with National Disclosure Policy (NDP-1).
  5. Assist the FDO in determining releasability of complex or questionable items of classified military information (CMI), Controlled Unclassified Military Information (CUMI), and Military Intelligence.
  6. Assist in providing product review to determine potential releasability of intelligence or intelligence related information to support the CAOC and Headquarters, USAFCENTrequests.
  7. Assist all USAFCENT directorates and functional staff elements in the disclosure/release process by coordinating with organizations to review and determine potential for disclosure/release by Originating Classifying Authorities (otherwise known as the FORREL process).
  8. Provide requisite expertise and assistance for preparing and presenting briefings on: USAFCENT procedures for disclosure of CMI and CUMI to foreign governments and international organizations; disclosure authorities, including the derivation and scope of USAFCENT and CENTCOM authority;Intelligence Community (IC), DoD and National governing bodies responsible for establishing and implementing disclosure policy; sanitization procedures to facilitate writing intelligence articles for release; and, regional NDP policy andguidance for use as orientation and indoctrination by deploying military personnel to the AOR.
  9. Assist in maintaining Foreign Disclosure Representative program management and manning requirements.
  10. Assist and provide guidance to Foreign Disclosure Representatives to ensure the proper implementation of foreign disclosure policy.
  11. Provide FD training to USAFCENT personnel for initial and recertification purposes. Training will be provided at a minimum of quarterly and as deemed required by USAFCENT.
  12. Review complex technical military material and analyze the impact of disclosure to foreign entities and write and orally communicate foreign disclosure information to various audiences via briefings, background papers etc., to include U.S. staff and senior officers.
  13. Note: In accordance with national policy directives, the USAFCENT/A2 or USAFCENT/CC is the final release/disclosure authority depending on the category ofinformation.
  14. All FTEs supporting this task will be stationed at Shaw, AFB. This task does require 1 FTE deploy forward to the CAOC at Al Udeid AB on a rotational basis (minimum rotation period of 70 days) maintaining one FTE forward at all times. Deployed position will man the FDO desk for a 10 hour shift 7 days a week.

Knowledge, Skills and Abilities (KSA):
  • Minimum of three years' experience with National Disclosure Policy (NDP-1), DoD foreign disclosure policy, Air Force foreign disclosure policy, MAJCOM (HHQ) foreign disclosure policy and guidance, andother applicable directives/instructions.
  • Minimum of three years' experience with the USCENTCOM AOR and extensive knowledge of Joint and Air Force Doctrine, as they relate to Air Force operations, operational capabilities, and operational sensitivities specifically relating to operations in the USCENTCOM AOR.
  • Minimum of two years' experience with general Air Force and specific foreign disclosure operations, information security processes for classified material handling, and general management practices.
  • Top Secret/SCI clearance.
