Job Description

Position Summary:

Works directly for the Governance and Compliance Directorate and the Product Support Manager within the the F-35 Joint Program Office.

Assists government procurement agencies develop acquisition strategies, work statements, evaluation plans and qualify vendors. Involved through the entire acquisition life cycle, from pre-award planning through solicitation preparation, contract award, contract administration and contract close-out. Applies knowledge of the defense acquisition process in the analysis and improvement of acquisition process policy and procedures to devise strategies for deploying and implementing new acquisition policy initiatives and measuring the effectiveness of implementation.

Job Duties:
  • Use quantitative analytical techniques to assess system acquisition process issues and develop risk reduction/mitigation approaches for improving acquisition/program planning, control, and execution.
  • Participate in developing acquisition plans, source selection documents (including evaluation criteria), Independent Government Cost Estimates, justifications and approvals, synopses, and requests for proposals/quotes/bids. Assists with the development of pre-award technical documentation (solicitation, IGCE, Technical Evaluation Plan (TEP) and Technical Evaluation Report).
  • Perform contract support Logistics functions to include project management, integrated logistics support, and life cycle sustainment logistics support in accordance with DoDI 5000.02T for a major defense acquisition program (MDAP).
  • Collect and analyze data to provide advice and recommend solutions; provide technical expertise, recommendations, and advisory assistance to the Government client in the day-to-day management Support with life cycle sustainment strategic planning, implementation, and evaluation.
  • Research, develop, and draft life cycle sustainment plan (LCSP) documents. Specifics: Joint enterprise demilitarization, deactivation and disposal plan and unique tooling plan management.
  • Coordinate and engage with stakeholders for the logistics requirement needed for the disposal product support strategy. This includes collaborating with teams of subject matter experts such as legal, financial managers, policy analyst, logistics personal and supply chain policy managers. Efforts enable operational feasibility and efficiency and process for stake holders and customers in continental U.S (CONUS) and out of continental U.S. locations (OCONUS).
  • Research and draft service level agreement (SLA), and other memorandum correspondence for the product support provider and the organization product support manager.
  • Provide guidance to project management problems, discuss with subject matter experts to find solutions to potential liabilities.
  • Organize and facilitate meetings to enable product efficiency, collaboration of product issues, gaps and manage good results
  • Provide USG client error-free products ready for OSD signature and endorsement

Qualifications:
  • Bachelor's degree in related discipline plus more than 15 years of directly related experience in a government contracting environment.
  • Education and work experience may be adjusted for highly specialized knowledge or uniquely applicable experience

Knowledge, Skills, Abilities:
  • Expert knowledge of government or other contracting environment relating to technical, scientific and analytic services, and identification of new business opportunities.
  • Expert knowledge of the defense acquisition process and ability to support customers in the analysis and improvement of acquisition process policy and procedures.
  • Superior communication and interpersonal skills.
  • Excellent organizational skills.
