The Control Executive for CIB has a business-aligned Control team that will closely partner with Operations Control for all aspects of the CIB business, including Securities Operations that support Wells Fargo Securities (WFS LLC) and regional broker dealers, derivative operations that support its Swap Dealer (WFBNA) including regional branches, and its Global Payments Services, Mortgage Servicing, FCM, and Prime Services businesses.

The Head of Trade Surveillance Subject Matter Experts (SMEs) will report to the Global Head of Trade Surveillance and will be responsible for the design, implementation, management oversight and coordination of the Trade Surveillance reviews globally, while escalating potential issues to Senior Management. This position will require extensive product knowledge and preferable prior trading experience, as well as experience in trade surveillance scenario design, implementation, parameter setting/calibration, venue coverage, data quality, alert dispositioning and support with investigations.

The role requires strong global coordination and collaboration, and the successful candidate will work very closely with the desk supervisors as well as with senior management, COOs, Business Control Managers and partner functions (e.g., Compliance, Risk, Operations, Technology, and Legal).

In this role you will:
  • Manage and develop a team of multiple levels of managers and individual contributors Subject Matter Experts (SMEs)
  • Identify opportunities for process improvement and risk control development by overseeing execution of all activities
  • Collaborate with and influence all levels of professionals, including senior leadership
  • Engage and influence business heads, regulators, control management, risk, legal, and audit partners to successfully ensure appropriate management of business risk
  • Manage allocation of people to ensure commitments are met and align with strategic objectives within the business group
  • Develop and guide a culture of talent development to meet business objectives and strategy
  • Manage a team of SMEs responsible for the design, implementation and execution of controls monitoring for Market Abuse Trade Surveillance.
  • Ensure appropriate Trade Surveillance coverage is provided across all asset classes
  • Design and implement global consistency across the Trade Surveillance framework alignment in governance, standards and risk monitoring.
  • Deliver consistent and comprehensive Trade Surveillance targeted framework responsive to the rising expectations of regulatory authorities and emerging risks.
  • Determine optimal technology tooling, in conjunction with regional teams.
  • Influence decisions regarding the global resource needs for Trade Surveillance.
  • Work closely with the other areas of Surveillance and business management on strategic initiatives and emerging issues.
  • Identify opportunities to streamline processes to gain efficiencies globally and drive work with the technology teams and regional teams to implement.
  • Take part in decision processes regarding escalations/investigations arising from supervision & conduct, fraud, market abuse and other internal matters.
  • Influence the overall procurement process for the onboarding or enhancement of Trade Surveillance tools.
  • Interact with Senior Management of the Bank. Participate in sensitive discussions.
  • Promptly escalate issues to the Global Head of Trade Surveillance and senior leaders in CIB.
  • Recognize and advise upon consistencies and potential issues with the program and escalate to key constituents in Independent Risk Management, where necessary.
  • Provide reporting, written and verbal updates to LOB risk oversight councils, CIB and Enterprise risk committees as issues/incidents arise that require escalation.
  • Support regular routines with corporate risk, testing & validation and audit partners to provide transparency into business risk profiles and trend.

They are accountable for execution of all applicable risk programs (Credit, Market, Financial Crimes, Operational, Regulatory Compliance), which includes effectively following, and adhering to and if applicable Wells Fargo policies and procedures, appropriately fulfilling risk and compliance obligations, timely and effective escalation and remediation of issues, and making sound risk decisions. There is emphasis on proactive monitoring, governance, risk identification and escalation, as well as making sound risk decisions commensurate with the business unit's risk appetite and all risk and compliance program requirements.

Required Qualifications, US:
  • 6+ years of Risk Management or Business Controls experience, or equivalent demonstrated through one or a combination of the following: work experience, training, military experience, education
  • 3+ years of Management experience
Desired Qualifications:
  • FINRA Series 7, 24 & 63 licenses preferred but not a pre-requisite (may eventually be asked to obtain FINRA Series 7, 24)
  • Demonstrated direct or indirect experience with Trade Surveillance in either First Line or Second Line roles.
  • Experience with Market Conduct, Market abuse controls and Supervisory review processes
  • Prior experience managing teams responsible for monitoring trade or e-communications surveillance.
  • Experience in leading governance and senior risk committee for potential disciplinary or conduct issues.
  • Prior experience at Market Oversight including any regulatory or government agencies.
  • Prior experience in process improvement, automation of control processes.
  • Understanding of Corporate and Investment Banking business operations, processes, products and customer interactions and associated risk manifestation.
  • Working knowledge of the Risk Management Framework (RMF) concepts and policies across risk types (regulatory, financial crimes, credit, operational, etc.).
  • Excellent communication skills (verbal, written and interpersonal); ability to concisely articulate complex concepts in a clear manner.
  • Strong analytical skills with high attention to detail and accuracy.
  • Professionalism, adaptability and strong collaboration skills
  • Ability to translate technical language into plain business language, and to translate business requirements into technology initiatives.
  • Demonstrated capability to confidently raise issues, escalate early, and engage in constructive credible challenge independently.

  • Ability to assess and determine when to raise concerns and escalate.
  • Ability to pro-actively resolve conflict and maintain objectivity.

  • Demonstrated capacity to pro-actively and independently analyze and solve problems and address risks.
Job Expectations:

Pay Range

Reflected is the base pay range offered for this position. Pay may vary depending on factors including but not limited to achievements, skills, experience, or work location. The range listed is just one component of the compensation package offered to candidates.
$144,400.00 - $300,000.00
