Overview

Waters Corporation is currently seeking a Trade Compliance Manager Greater China to join our organization.

The Trade Compliance Manager will support China's Global Trade Compliance (GTC) initiatives by developing and maintaining the trade compliance program. This includes adherence to applicable Chines, US and EU laws and regulations pertaining to international trade as well as ensuring compliance with Waters Corporate policies.

The successful candidate will join the Global Trade Compliance team responsible for coordinating worldwide activities for import-export regulatory compliance to ensure adherence to market access requirements. The team strives to improve supply chain performance while mitigating risk, anticipating and meeting the needs of a growing global customer base.

Responsibilities

  • Ensure consistent application of trade operations procedures for China teams in alignment with global, local countries regulations and Waters corporate policies.
  • Research local and regional trade regulations and rulings for: HS, ECCN/Export (Strategic Goods) Classification, Country of Origin, trade preference program qualification, import/export documentation requirements; licensing requirements and valuation of products.
  • Lead local and regional import/export compliance awareness training; develop and implement trade compliance processes and procedures.
  • Act as the subject matter expert and bridge between the trade compliance function and local business units on topics such as import clearance, export screening and procedures and training to internal stakeholders.
    • Work with regional teams for export control requirements including screening, classification, and license management.
    • Interface with customs and other government agencies as well as external vendors including customs brokers to ensure compliant import and export to and from Waters China.
    • Conduct periodic transactional monitoring and procedural review to identify compliance risks and optimization opportunities through analysis of import/export declaration data and help drive customs broker import and export entry accuracy.
  • Conduct trade compliance audits, identify potential trade compliance risks, and drive corrective actions to improve compliance.
  • Work with the other members of GTC to initiate and deploy activities, and collaborate with supply chain, logistics, regulatory, procurement, sales, finance, legal and other business teams on cross-function projects.
  • Collaborate with the Logistics and Supply Chain teams to Identify opportunities to facilitate trade in a cost effective and compliant manner (e.g. Foreign Trade Zone, Tariff exclusions, applicability of Free Trade Agreements).
  • Support system database maintenance and alignment such as HS code information, Export control code, Country of Origin information.
  • Monitor relevant trade compliance developments affecting China and provide practical advice.
  • Support Denied Parties screening efforts for customers/suppliers.

Qualifications

  • Bachelor's in Business, Logistics, or related field. Minimum of 5 years of Trade/Logistics experience required.
  • Strong working knowledge of Chinese import & export trade regulations and customs requirements including regional and local classification practices and permitting requirements.
  • Experience in import/export administration including HS classification, Customs valuation, Customs clearance, Country of Origin and duty savings and tariff mitigation strategies.
  • Experience with Export screening of business partners against Restricted party lists.
  • Familiarity with ERP systems, preferably SAP and GTS.
  • Proficient in using Microsoft Office applications (Word, Excel, Outlook)
  • Ability to identify and propose corrective actions to resolve import and export issues as they relate to internal systems, processes, customer, suppliers, and service providers.
  • Ability to work with cross functional (including procurement, finance, tax, marketing, logistics, order management and engineering) and cross-cultural teams located in different time zones.
  • Excellent attention to detail and organizational skills.
  • Experience with analyzing and interpreting data and driving process improvement.
  • Ability to travel as needed.
  • Self-starter with the ability to work independently and with minimal direct supervision as part of a globally distributed organization. Successful candidates will have a demonstrated bias towards action and problem solving.
  • Flexibility to work within transactional, globally integrated processes while still maintaining a big-picture focus on process improvement.
