Summary
This position is located at the National Visa Center in Portsmouth, NH. NVC is organized within the Office of Domestic Operations, Visa Services Office, Bureau of Consular Affairs (CA/VO/DO). The incumbent serves as an Operations Specialist with responsibility for providing expert analysis, advice, and guidance that supports the planning and execution of Immigrant Visa (IV) Case Management Operations within the National Visa Center.
Duties
- Develops and recommends long- and short-range plans, procedures, and policies relating to case management activities for effective case management execution and evaluation.
- Establishes and maintains close and effective working relationships with key contractor personnel performing immigrant visa document review processing.
- Conducts ongoing monitoring and review of Immigrant Visa case processing activities and operations to certify that production targets and quality standards are consistently being met by contracting staffing units.
- Serves as a Government Technical Monitor (GTM) with responsibility for monitoring and overseeing technical performance on assigned aspects of various contracts administered by National Visa Center.
- Negotiates and defends data-driven recommendations, outlining the adequacy and relationship of solutions to improving critical Immigrant Visa Document Review processing.

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
- Experience reviewing, evaluating, and staying abreast of visa processing trends, developments, and policy changes that impact immigrant visa processing.
- Experience conducting analysis to determine effectiveness of visa case processing services and identifying discrepancies in document review and post acceptance standards and making recommendations.
- Experience developing short- and long-range strategic plans to improve immigrant visa processing to meet requirements.
- Experience planning, leading and conducting program reviews focused on immigrant visa processing issues of a critical or urgent nature.
