Summary

This Office Director position is located in the the Bureau of Diplomatic Technology, Deputy CIO for Business Management and Planning, Office of Strategy, Planning, and Budget (DT/BMP/SPB). DT's mission is to create a secure, informed, and interconnected Department by using IT resources in a secure, innovative, and prioritized way, and its vision is to drive effective collaborations and operations across the Department, its partners, and foreign audiences.

Duties

The Office of Strategy, Planning, and Budget (DT/BMP/SPB) provides central decision support services throughout DT and the Department that are designed to facilitate effective management decisions that result in the efficient use of technology in support of the Department's foreign affairs mission.

As the Office Director (DT/BMP/SPB), the incumbent manages a significant Federal and contractor workforce and has an important impact on the Department's $2.65 billion Information Technology (IT) budget and the Bureau's $1.3 billion budget in providing a structured methodology for maintaining an integrated framework of principles, guidelines and standards that are used to guide DOS' IT acquisition and strategic planning activities. The incumbent reports directly to the Deputy CIO, DT/BMP, which is an SES or equivalent-level position.

Additional duties and functions include the following:
  • Manages the DT budget process, including budget preparation, justification, and fund allocation, ensuring expenditures align with program priorities and cost-beneficial strategies.
  • Establishes effectiveness, efficiency and productivity standards required to evaluate capital planning, enterprise architecture, strategic planning, program analysis, budget, workforce planning and special IT programs and processes in Office and Bureau.
  • Leads formulation, implementation and advocacy of long-range DOS IT Strategic and Tactical Plan programs and policies, TBM processes, Capital Planning and Investment Control (CPIC) processes, and Bureau resource requests. Coordinates and assesses these plans and processes in accordance with Government Performance Results Act, Clinger-Cohen Paperwork Reduction Act and related statutes, regulations and directives. Integrates program and policy issues into long-range plans that ensure Federal and Departmental goals, priorities and values are considered in DOS' key decision-making processes.
  • Oversees SPB interaction with other bureaus in negotiating their support for Office program initiatives, leads CPIC process in establishing its requirements and assesses business value, project status and guideline compliance of Department's IT investments. Collaborates with IT management throughout DOS to establish and implement processes and methods for formulating prioritization and allocation of resources among Department-wide IT programs, services, activities and investments. Determines priorities, critical path relationships, risks, interdependencies, voids and duplications in the IT programs. Assesses IT activities of other foreign affairs agencies, other USG agencies and commercial entities for their potential impact on DOS-wide IT program.
  • Directs the development and implementation of office program activities to drive delivery of speed to mission, while promoting continuous process improvement and expanding the use of modern practices within development and platform teams.

This position is a drug-testing designated position subject to random testing for illegal drug use.

Appointment will be subject to the applicant's completion and favorable adjudication of a background security investigation.

The Ethics in Government Act, PL 95-521 requires the applicant selected for this position submit a financial disclosure statement, OGE-278, prior to assuming the SES position, annually, and upon termination of employment.

Qualifications

Unless you are currently serving under a career Senior Executive Service (SES) appointment, are eligible for reinstatement into the SES, or have successfully completed a SES Candidate Development Program approved by OPM, you must submit separate narrative statements covering each of the Executive Core Qualifications (last five vacancy assessment questions). Applicants must also submit separate narrative statements covering each of the Mandatory Technical Qualifications (listed below) in order to receive consideration for the position. When responding to the Mandatory Technical Qualifications (MTQs) and Executive Core Qualifications (ECQs), you must clearly show that you possess the experience, knowledge, skills, and ability to perform the duties of this position. Your narrative responses to each of the MTQs and the ECQs should be clear and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments with results of your actions, policy initiatives and level of contacts. Include in your responses all efforts/accomplishments related to diversity, equity, inclusion, and accessibility (DEIA) initiatives . Your narratives are limited to two (2) pages per each MTQ and ECQ.

Applicants' failure to respond to MTQs and ECQs, and exceeding required page limits will be marked "ineligible."

Your experience should explicitly demonstrate the following:
  • MTQ 1: Comprehensive knowledge of, and proven ability to provide senior-level direction and management for developing the Department's spend plans for enterprise-wide, highly complex technology organizations. This includes mastery in providing a structured methodology for maintaining an integrated framework of principles, guidelines and standards; mapping each component of the spend plans to the strategic objectives and technical roadmaps of the organization; understanding the Federal Government's budget cycle, milestones, and associated deliverables required; and expert knowledge of how numerous USG-wide oversight entities such as OMB, GAO, Congressional committees, and other required entities play significant and required roles in the budget process to control and manage those components for the Department's IT budget formulation and submission.
If you do not possess the mandatory technical qualification described above, you may be considered ineligible for these positions.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Applicants will be evaluated by a Qualifications Review Panel of senior officials. The Panel will rate applicants on the basis of the quality and extent of total accomplishments, experience and education. The Panel will determine the degree to which candidates possess the required knowledge, skills, and abilities to perform the mandatory technical requirements of the position and the Mandatory Executive Core Qualification requirements. Among the factors the evaluation panel will consider in determining the applicant's relative capacity and fitness for the position are education, training, experience and demonstrated executive level qualifications. The Panel will rate your application against each of the Mandatory Executive Core Qualifications and Mandatory Technical Qualifications to determine the best qualified candidates. Candidates determined to be best qualified candidates will be referred to the selecting official for further consideration for the position.
