This Office Director position is located in the Bureau of Diplomatic Technology (DT) in Washington, DC. Duties

The Customer Care and Support Office within Enterprise Services (DT/ES/CCS) serves as the central point for customer support and communication for all IT-related customer facing services provided by DT. This position requires an individual with a passion for delivering excellent customer service, is expert in optimizing delivery of IT services and support, and will be held accountable for the success of the Customer Care program; provide strategic direction; monitor progress toward results; and build and motivate a top-notch, highly-motivated team of experts.

The Office Director of DT/ES/CCS manages operations and provides authoritative analysis and expert advice regarding the establishment of and direction for DT's and the Department's IT customer support; and builds and maintains strong relationships with senior leaders throughout the Department and other federal agencies that rely on DT IT support to collaborate on strategic issues and share best practices and standards. Specifically, the incumbent:
  • Provides authoritative advice and executive-level leadership to senior-level departmental leaders and foreign missions, as well as other USG agencies regarding DT's strategic management initiatives, as well as a broad range of IT analysis, strategic policy planning, and highly important advisory services.
  • Consults with DT senior management to formulate and implement DT tactical planning processes and directs staff development and issuance of directives designed to facilitate efficiency and standardization of programs and policies in CCS Unit and Divisions.
  • Formulates long-range plans and objectives and oversight for implementation of DT IT programs, projects, policies, procedures, standards, processes, and other related projects. Integrates policies, priorities, and new customer care initiatives to develop strategies that provide the most efficient and cost-effective outcomes, while establishing policies and organizational objectives that ensure that Department-wide programs fully meet customers' needs.
  • Ensures that CCS's operations achieve and exceed customer service standards established by DT and the Department; determines which program areas require more or less emphasis; and provides continuing interdepartmental and intradepartmental planning, coordination, and implementation of decisions. Manages workflow and ensures timely completion of taskings from throughout the Department.
  • Represents the Department in executive-level meetings to ensure the Department's positions are clearly articulated and understood on behalf of the Department to achieve cooperation amongst agency officials at all levels of the USG. Represents CCS in meeting with other DT Office Directors, Deputy Assistant Secretaries, external agencies, and the public, and commits the Office to participation in important activities related to specific IT functional and program areas. Chairs/serves on interagency committees on matters involving major cybersecurity for all aspects of information systems security, governance, and compliance.

  • Must be able to obtain and maintain a Top Secret security clearance.

  • One year probationary period, unless excepted by regulation.

This position is a drug-testing designated position subject to random testing for illegal drug use. Appointment will be subject to the applicant's completion and favorable adjudication of a background security investigation. The Ethics in Government Act, PL 95-521 requires the applicant selected for this position submit a financial disclosure statement, OGE-278, prior to assuming the SES position, annually, and upon termination of employment.

Qualifications

Unless you are currently serving under a career Senior Executive Service (SES) appointment, are eligible for reinstatement into the SES, or have successfully completed a SES Candidate Development Program approved by OPM, you must submit a narrative statement covering each of the Executive Core Qualifications (last five questions). All applicants must submit a narrative statement covering each of the Mandatory Technical Qualification questions in order to receive consideration for the position. When responding to the Mandatory Technical Qualifications and Executive Core Qualifications, you must clearly show that you possess the experience, knowledge, skills and ability to perform the duties of this position by submitting narrative responses in which you detail your experience in each of the Technical Qualifications and the Executive Core Qualifications. Your examples should be clear and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments with results of your actions, policy initiatives and level of contacts. You should limit your narrative to two pages per Mandatory Technical Qualification and Executive Core Qualification. Your experience and resume should explicitly demonstrate the following:
  • MTQ 1: Expert knowledge and demonstrated ability to lead IT service delivery in a large-scale and global dispersed customer base. Demonstrated ability to build and maintain strong relationships with senior leaders and stakeholders throughout the organization and other agencies/organizations that rely on enterprise IT services and support. Experience leading large, combined federal and contracted employees through modernization, process improvement, and organizational change. Strength in strategic planning, and contractual oversight, project planning, and execution of large-scale IT service delivery and refresh of IT devices.
  • MTQ 2: Expert knowledge and demonstrated ability to provide senior-level leadership, strategic management, and policy direction to optimize the Department's resources needed to formulate long-range plans and objectives and oversight for implementation of IT programs, projects, policies, procedures, standards, processes, and other related projects. Expertise and demonstrated ability to integrate policies, priorities, metrics, strategies and new customer initiatives to provide the most efficient and cost-effective outcomes that ensure that Department-wide programs fully meet customers' needs.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Applicants will be evaluated by a Qualifications Review Panel of senior officials. The Panel will rate applicants on the basis of the quality and extent of total accomplishments, experience and education. The Panel will determine the degree to which candidates possess the required knowledge, skills, and abilities to perform the mandatory technical requirements of the position and the Mandatory Executive Core Qualification requirements. Among the factors the evaluation panel will consider in determining the applicant's relative capacity and fitness for the position are education, training, experience and demonstrated executive level qualifications. The Panel will rate your application against each of the Mandatory Executive Core Qualifications and Mandatory Technical Qualifications to determine the best qualified candidates. Candidates determined to be best qualified candidates will be referred to the selecting official for further consideration for the position.
