Summary
This Managing Director position is located in the Bureau of Administration (A), Domestic Operations and Emergency Services (DOES). The Office of Domestic Operations and Emergency Services (A/DOES) strengthens the foundation of American diplomacy by delivering, user-centered services and solutions domestically. The Enterprise Directorate (A/DOES/ES) oversees domestic services; multimedia, production, and publishing; and strategic planning and executive services.
Duties
As the Managing Director for A/DOES/ES, the incumbent serves as the principal advisor to the Deputy Assistant Secretary (DAS) and manages and directs A/DOES's programs and activities. The incumbent has responsibility for the operations, services, and support to the Department's vital domestic mission. Specifically, the incumbent:

- Provide executive operational guidance, leadership, as well as oversight and direction to three domestic organizations consisting of approximately 144 employees and a variable number of contract employees. The organizations are the Office of General Services Management (GSM), the Office of Global Publishing Services (GPS) and the Office of Strategy, Resources, and Policies (SRP).
- Provide advice and guidance to senior level Bureau and other key officials on program planning, development of strategies, coordination and use of resources, and implementation tasks associated with Directorate responsibilities and operations. Serves as primary liaison with activities and field personnel for all queries coming to A/DOES.
- Collaborate with executive level officials in formal and informal management planning, policy and decision-making sessions regarding legislative changes, technological improvements, and changes in governmental policies and procedures involving important resources and management issues.
- Represents the Department of State (DoS) in senior level conferences and consultation with various executive level and government agencies. Ensures that the Bureau's programs and policies are implemented in accordance with DoS goals and objectives as well as consistent with the management objectives of the DAS.

- Must be able to obtain and maintain a Top Secret/SCI security clearance.
- Incumbent will be subject to random drug testing.

Appointment will be subject to the applicant's completion and favorable adjudication of a background security investigation.
The Ethics in Government Act, PL 95-521 requires the applicant selected for this position submit a financial disclosure statement, OGE-278, prior to assuming the SES position, annually, and upon termination of employment.
Qualifications
Unless you are currently serving under a career Senior Executive Service (SES) appointment, are eligible for reinstatement into the SES, or have successfully completed a SES Candidate Development Program approved by OPM, you must submit separate narrative statements covering each of the Executive Core Qualifications (last five vacancy assessment questions). Applicants must also submit separate narrative statements covering each of the Mandatory Technical Qualifications (listed below) in order to receive consideration for the position. When responding to the Mandatory Technical Qualifications (MTQs) and Executive Core Qualifications (ECQs), you must clearly show that you possess the experience, knowledge, skills, and ability to perform the duties of this position. Your narrative responses to each of the MTQs and the ECQs should be clear and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments with results of your actions, policy initiatives and level of contacts. Include in your responses all efforts/accomplishments related to diversity, equity, inclusion, and accessibility (DEIA) initiatives . Your narratives are limited to two (2) pages per each MTQ and ECQ.

Your experience should explicitly demonstrate the following:
MTQ 1: Developing and implementing long-range capital improvement and general services policies and programs, long-range budget planning at the executive level, financial management including revolving funds/Working Capital Funds, regulatory compliance, and internal management controls.
MTQ 2: Expertise in overseeing nationwide policies and programs on general services, including fleet management, publishing, audiovisual, and support to the highest levels of government on event planning and execution.

Among the factors the evaluation panel will consider in determining the applicant's relative capacity and fitness for the position are education, training, experience and demonstrated executive level qualifications.
