Lead IT Specialist

Summary

This position is in the Bureau of the Comptroller and Global Financial Services, Global Compensation Directorate, Office of Pay Systems (CGFS/GC/PSYS). The purpose of this position is to serve as the Lead Information Technology Specialist for Financial Systems performing the full range of implementation and enhancement tasks from long-range planning and budgeting, and analysis of proposed new systems, through troubleshooting, upgrading, and maintaining user support of operational systems.

Duties

  • Plans, organizes, and manages the configuration, installation, optimization, and maintenance of systems and networks supporting the execution of overseas financial operations that are integral to the functioning of embassies and posts worldwide.
  • Ensures that installed financial systems and networks meet current requirements and initiates efforts to develop new and enhanced systems were determined to be necessary to meet new or changing requirements.
  • Ensures the continuing availability and functionality of overseas financial systems and networks supporting worldwide payroll, accounting, and disbursing operations. Oversees the development, testing, implementation, and maintenance of procedures.
  • Serves as a team leader responsible for reviewing, coordinating, tasking and monitoring all programs, initiatives and projects.
  • Monitors and reports on the status and progress of work; serves as coach, facilitator and/or negotiator in coordinating team initiatives and in consensus building; and represents the team in dealings with the supervisor.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement.

If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.

Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:
  1. Attention to Detail - Investigating, evaluating, and selecting tools and methods for improving productivity and software quality throughout the life cycle; thoroughly review various Information Technology (IT) related data/information; ensuring tasks are complete, precise, and accurate for a given IT situation; performs a detailed feasibility analysis for adopting new software design technologies.
  2. Customer Service - Works with clients and customers to assess their needs, provide information or assistance; resolving issues through a problem resolution database; and ensuring customers are properly trained in the full range of features and functions of a system.
  3. Oral Communication - Communicates complex technical requirements to nontechnical personnel; prepares and presents briefings to senior management officials on complex/controversial issues; Provides advice, guidance, and recommendations to the enhancement and management of infrastructure and information systems; negotiates agreements, establishes relationships, and represents the program in dealings with other organizations.
  4. Problem Solving -Isolates, diagnoses/ and corrects problems that arise in the support, administration, and management of applications, databases, servers, storage, networking, and virtualization that comprise the development network infrastructure. Evaluates the impact of changes in policy or regulations that affect business operations to be automated in order to adjust systems designs to accommodate changes.
AND Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:
  • Experience managing projects related to web-based systems.
  • Experience overseeing the installation and maintenance of web-based systems and information services.
  • Experience monitoring programs, initiatives and/or projects and reporting on the status and progress to upper management.
  • Experience implementing and maintaining IT infrastructure (new or modified hardware and software) to support an organization.
NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-14 position.
