Summary
This position is located in the Budget Execution Division, Executive Office, Bureau of International Narcotics and Law Enforcement Affairs (INL/EX/BE). The Budget Execution Division assists the Controller/Executive Director and other INL senior managers, including the Assistant Secretary, on all matters associated with the execution of the budget.
Duties
- Works with senior program and project managers, contract and procurement specialists, Locally Employed (LE) staff and with program officers and management throughout the bureau, to ensure the proper analysis, execution and reporting of funds.
- Performs studies and audits on control and use of funds throughout the year, and makes recommendations to improve the effectiveness and efficiency of these controls and their impact on the management of programs.
- Plans and implements the execution of the bureau's budget, accounting, reconciliation, and funds control processes for all INL programs. Incumbent's responsibility encompasses specific countries and/or regions, programs, and appropriations.
- Works closely with financial management personnel of the Department, other agencies in the Executive Branch, and Embassy personnel in program countries, and ensures compliance with Congressional and OMB requirements.
- At the GS-12 level, the incumbent performs essentially the same duties as outlined above; however, the scope and complexity of assignments are of less responsibility and independence and receives closer supervision than the GS-13 level.

Applicants applying for the GS-12
Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
- Experience interpreting policies, regulations, and guidelines of financial management analysis and budgeting.
- Experience participating in planning and implementing an organization's program budget.
- Experience utilizing data management tools (e.g. Microsoft Excel or Power BI) to analyze and evaluate changes in program plans and funding on budgets.
Applicants applying for the GS-13
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
- Experience developing and implementing financial management improvements for tracking, management, and monitoring of organizational funds.
- Experience utilizing data management tools (e.g. Microsoft Excel or Power BI) to conduct research and analysis to make recommendations on organizational financial matters.
- Experience providing the full range of budget oversight, planning and other services for multiple complex foreign assistance funds.
