This position is located in the Service Integration & Innovation Division, Office of Consular Systems and Technology, Bureau of Consular Affairs, (CA/CST/SII), in the U.S. Department of State.

Duties

  • Responsible for planning, developing, implementing, overseeing, and maintaining a comprehensive data analytics program.
  • Leads the development of long-term, strategic data planning activities, including the identification of data requirements, analytics models.
  • Designs and conducts empirical studies and analyses using AI/ML techniques and other advanced technologies to analyze structured, semi-structured, or unstructured data, identify patterns, and make decisions on the information collected.
  • Leads the development and implementation of new or revised data management requirements, governance, procedures, and products that ensure the protection and integrity of data products while maintaining multiple avenues of access.
  • Represents the Bureau and the Department on intra-agency and interagency committees, working groups and task forces to formulate new policy and program initiatives designed to apply data science and related technologies.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement.

If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.
Basic Requirements:
  1. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

    or
  2. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.
IN ADDITION to the basic requirements, this position requires one year of specialized experience equivalent to at least the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:
  • Experience serving as a senior technical authority in data science and large-scale, highly complex data modeling initiatives and as a primary advisor across data science teams.
  • Experience providing advanced data science architecture technical expertise in the research, development, evaluation, and application of alternate mathematical and statistical concepts and methods to ensure optimal achievement of product development and systems data analytics objectives.
  • Experience providing senior leadership with the data needed to advance new, and support existing, processes derived from analytics models to include predictive analysis and other emerging analytical techniques, methods, processes, algorithms, and tools.
  • Experience providing strategic guidance, advocacy, and hands-on support in the development, management, and transformation of data to address diverse, exceedingly complex operational issues that often cross multiple programs or functional/technical areas as well as interagency lines.
  • Experience designing, planning and conducting complex data studies of management information requirements to construct and enhance individual systems programs and the use of statistical theories and concepts to collect, analyze, and interpret data patterns, data relationships, and data correlations into useful, relevant strategic management decision-making information.
