This is a First Line of Defense (FLOD) role supporting the Issue Management program as part of a centralized Bank Issue Management function responsible for program oversight and monitoring. This role will primarily focus on the quality management workstream which includes activities such as quality assurance reviews, issue defect monitoring, analysis and reporting on quality management trends and themes and partnering with issue stakeholders to determine actions required to drive improvements in program execution. The lead advisor will be expected to take ownership of the quality management workstream, will need to think and work independently and will also be expected to lead senior advisors supporting quality management. This role will partner and collaborate with Business Line team members, 1st Line Risk Advisors, 2nd Line Risk and Compliance Partners, Audit Services and Regulators as needed.

We offer a flexible work environment that requires an individual to be in the office 4 days per week. This position can be based in one of the following locations: San Antonio, TX, Plano, TX, Phoenix, AZ, Colorado Springs, CO, Charlotte, NC, or Tampa, FL. Relocation assistance is not available for this position.

The Opportunity

What you'll do:

  • Directs and oversees multiple initiatives in support of Risk and/or regulatory compliance related initiatives including but not limited to: oversight of procedures/process, accurate regulatory reporting and filing, document governance, Risk control self-assessments, procedure governance, control design, new product controls, CoSA Third Party Governance, or quality governance.

  • Applies a holistic understanding of Risk and regulatory compliance to includes business strategies and solutions.

  • Responsible for first line of defense data analysis, report preparation and trend analysis, applying business intelligence tools.

  • Designs solutions for unanswered business questions and anticipates future business needs.

  • Advises, coordinates and is responsible for action plans crafted to improve governance practices in alignment with Risk and compliance frameworks.

  • Influences and develops innovative solutions to mitigate Risk and prevent Risk exposures which result in significant business impacts.

  • Manages the most complex projects involving cross-functional areas within the first line of defense.

  • Defines and outlines new approaches to problem resolution and leads project team from concept through implementation.

  • Advises senior management on the status of their control environment related to Risk identification and control weaknesses.

  • Identifies critical areas to monitor and advances issues and findings to appropriate collaborators.

  • Serves as a primary resource to cross functional team members and advises on Risk mitigation opportunities.

  • Stays advised of changes to the regulatory environment to ensure accurate compliance with processes and requirements are followed.

  • Ensures risks associated with business activities are effectively identified, measured, monitored, and controlled in accordance with risk and compliance policies and procedures.

What you have:

  • Bachelor’s Degree OR 4 years of related experience (in addition to the minimum years of experience required) may be substituted in lieu of degree.

  • 8 years of experience supporting risk-related, compliance related, or business control design activities; OR 8 years of experience in a relevant quantitative field; OR Advanced degree or designation in a risk management or quantitative subject area, and 6 years of experience supporting risk-related, and/or compliance-related, or business control design activities; OR PhD in a risk management or quantitative subject area, and 4 years of experience supporting risk-related, and/or compliance-related, or business control design activities.

  • Knowledge of federal laws, rules, regulations, and applicable guidance to area supported for example: OCC Heightened Standards, BSA/AML, REG E, UDAAP/UDAP, TILA/REG Z, SCRA, FCRA, MLA.

  • Banking industry experience

  • Issue Management experience

  • Quality Assurance / Quality Control experience

  • Data analysis and reporting abilities within a risk management function

  • Experience leading small teams including procedure documentation and training

  • Minimum intermediate experience with MS Excel and MS PowerPoint

  • US military experience through military service or a military spouse/domestic partner

What we offer:

Compensation: USAA has an effective process for assessing market data and establishing ranges to ensure we remain competitive. You are paid within the salary range based on your experience and market data of the position. The actual salary for this role may vary by location. The salary range for this position is: $120,550-$230,400.

Employees may be eligible for pay incentives based on overall corporate and individual performance and at the discretion of the USAA Board of Directors.
