About the Role
The Regulated Entities and Compliance Group (REC) is a global function and critical enabler to ensure streamlined management of regulatory compliance in Payments across all applicable geographies.
Uber Taiwan, a star market for Uber, offers payment services to Uber and fulfils two main roles in the payment process;
- Safeguards the funds drivers, deliverers and restaurants earn on Uber platforms in Taiwan; and
- Disburses the funds to drivers, deliverers and restaurants earning on Uber platforms in Taiwan.
Uber Taiwan, as a registered and regulated Third-Party Payment Service Provider (TPPSP), will be looking to obtain its Electronic Payments Institution (EPI) licence via a new entity, Uber Payments Taiwan. As the Senior Compliance Officer at Uber Payments Taiwan, you will be responsible for implementing a compliant AML/CTF framework to ensure adherence to local regulations for TPPSPs, as well as the relevant regulations for EPIs where applicable.

Reporting into the Head of Compliance for Uber Payments Taiwan, this high-impact role involves managing regulatory risk to build and grow Uber's licensed payments business. You will be responsible for developing the Compliance framework, ensuring it aligns with the overall Governance, Risk and Compliance (GRC) framework in Taiwan, and supporting business models mapped to Uber's payments strategy.
Your Impact
- Collaborate with the Head of Compliance to enhance the current compliance framework in alignment with applicable guidelines and regulations.
- Develop strategies to mitigate compliance risk and work closely with cross-functional stakeholders to ensure effective implementation.
- Review new products and processes to ensure compliance risks and controls have been identified and adequately managed.
- Monitor emerging compliance risks and threats for Uber Payments Taiwan and propose adequate mitigation strategies to the Compliance Committee (and when applicable, Executive Management and Supervisory Board) of Uber Payments Taiwan and the broader Taiwan business.
- Provide recommendations on industry good practices related to compliance management.
- Prepare and submit regulatory reports to competent authorities on a timely basis, ensuring full compliance with applicable regulatory requirements.
- Partner with product, data science and engineering teams to identify and solve any payment compliance issues.
Basic Qualifications
- 6+ years experience within banking, payment entities and/or consulting in compliance preferred.
- Strong team oriented and collaborative skills, with the ability to work cross-functionally and support the effective implementation of compliance initiatives..
- Must possess excellent interpersonal and influencing skills, with the ability to partner effectively across multiple levels and disciplines.
- Strong critical thinking, organisational and analytical skills with a demonstrated ability to prioritise and manage multiple initiatives and requests simultaneously in a fast-paced environment whilst working with cross-functional stakeholders.
- Based in Taiwan with flexibility to travel when required across geographies.
- Impeccable written and verbal communications skills in English and Mandarin with the ability to translate, articulate and present highly technical and complex procedural recommendations, regulations, laws and policies to a variety of audiences.
- Strong change management skills, adept at working in an environment of shifting priorities, constant technological changes and increasingly stringent regulatory requirements.
Preferred Qualifications
- Prior experience in EPI license application is a bonus.
