The high calibre APAC Payments team remit spans across nine unique and important markets with a multi location team covering areas such as cost of core payments, alternative payment methods, stored value offerings and compliance.

Uber Taiwan, a star market for Uber, offers payment services to Uber and fulfils two main roles in the payment process;
- Safeguards the funds drivers, deliverers and restaurants earn on Uber platforms in Taiwan; and
- Disburses the funds to drivers, deliverers and restaurants earning on Uber platforms in Taiwan.
Uber Taiwan will be looking to obtain its Electronic Payments Institution (EPI) licence via a new entity, Uber Payments Taiwan. You will join Uber Payments Taiwan as the Head of Risk within the Executive Board and will manage a team of your own to tailor and implement a compliant risk framework to comply with local and underlying regulations for EPIs and support APAC markets in managing their payments and financial risks.
About the Role
Reporting into the General Manager of Uber Payments Taiwan, this is a high-impact regulatory risk role to build and grow Uber's licensed payments business, advise the executive business leadership and building strong relationships with internal stakeholders (i.e. General Managers, Payments Product, Legal, Compliance, Fraud, Identity, Payments Operations) and external stakeholders including PSPs, banks and regulators. A key aspect of the role includes building and implementing a Risk framework which falls within the overall Governance, Risk and Compliance (GRC) framework for Taiwan and business models mapped to Uber's APAC Payments strategy.
What the Candidate Will Do
- Build a risk framework including a risk appetite statement, annual plan, processes and identification activities based on Uber Payments Taiwan's business plan which includes external factors (environment, market conditions, stakeholder), regulatory requirements, governance structure and internal culture.
- Communicate risks and key metrics to various functions and stakeholders (i.e. General Managers & Regional General Managers) through sustainable relationships for awareness and reporting purposes.
- Provide governance and guidance to various functions within Uber APAC with designing and implementing appropriate processes to support the business in achieving objectives while ensuring overall compliance with regulatory requirements.
- Motivate and manage the day to day operations of the Uber Payments Taiwan Risk (2nd Line) team, set planning and vision, build trust and coordinate execution against agreed targets.
- Manage the risk framework for emerging APAC markets for payments and ensure alignment with regulatory obligations.
- Own the third party vendor risk management, incident reporting, business continuity, operational resilience, complaints management, fraud and cybercrime processes for Uber Payments Taiwan and where required, APAC Payments.
- Partner with product, data science and engineering teams to identify and solve any payment compliance issues.
Basic Qualifications
- 8+ years experience within banking, e-commerce and/or consulting in compliance and/or risk preferred.
- Learning team oriented and collaborative, with exceptional consensus building and team management skills to continuously develop and grow direct reports.
- Must possess exceptional interpersonal and influencing skills, with the ability to partner effectively at multiple levels and across disciplines in APAC and beyond.
- Strong critical thinking, organisational and analytical skills with a demonstrated ability to prioritise and manage multiple initiatives and requests simultaneously in a fast-paced environment whilst working with cross-functional stakeholders.
- Based in Taiwan with flexibility to travel when required across APAC.
- Impeccable written and verbal communications skills in English and Mandarin with the ability to translate, articulate and present highly technical and complex procedural recommendations, regulations, laws and policies to a variety of audiences.
- Strong change management skills, adept at working in an environment of shifting priorities, constant technological changes and increasingly stringent regulatory requirements.
