Toyota Canada Inc. (TCI) currently has an exciting opportunity for a Program Control Officer to support our Information Services (IS) department and business teams. This is a full-time opportunity and will report to the Manager, IS Planning and Governance.

The successful candidate will move between strategic and tactical roles in TCI's project management practice. They will be responsible for sustaining successful project outcomes while leading, coordinating and supporting project management teams. This person will also manage project portfolios to ensure alignment with business objectives while assessing project performance and identifying areas for improvement. This includes updating all policies and processes for TCI's Project Management Lifecycle to guide and govern projects to successful and efficient delivery. The Program Control Officer has the responsibility for the toolset and to oversee the controls for outputs, and outcomes monitoring benefits for projects and portfolios.

What You'll be Doing:

Governance, Methodologies & Project Management

  • Governance of the project/portfolio deliverables owning the PMLC and Agile / Waterfall methodologies
  • Conduct Governance and Health Checks to ensure projects are following the Toyota Delivery Framework (TSF) methodology for program management
  • Responsible for the Organizational Change Management (OCM) Framework, oversight, and evolution
  • Own and upkeep the EPMO and Portfolio Repository
  • Responsible for coordinating capacity planning and coordination
  • Optimize best practices, techniques, and tools for project planning, execution, project management, ongoing milestone/deliverable tracking, communication, and key performance metrics
  • Support project start-up steps
  • Track and monitor all projects, conduct Portfolio analysis, dependencies, and reporting
  • Conduct trend analysis and ask probing questions to understand any issues or risks
  • Collaborate with Managers and Project Managers for 'Phase 0' deliverables and alignment across all teams
  • Maintain and update Lessons Learned per project in the knowledge base repository
  • Participate and support project retrospectives

Tools and Frameworks

  • Responsible for the Playbooks and toolset(s) for project management, delivery, budgeting, and other project measurements (KPIs) with continuous improvement of methodology/templates
  • SME on Tools for Evaluation/Evolution, standards, and utilization
  • Train team members (such as Scrum Masters and Project Managers) on Azure DevOps tool, Kanban & best practices
  • Evaluate, set up, and provide support for the PPM tool and integration of IS tools

Communication & Support

  • Communicate and manage project expectations to project managers, owners, sponsors, team members, and other stakeholders
  • Benefits realization tracking with monthly reporting to sponsors and stakeholders
  • Lead annual financial budget cycle for the portfolio, with ongoing financial reporting and adjusting as required
  • Support collaborative enablement of annual initiative prioritization across the business
  • Initiate and support the hiring process, onboarding, and off-boarding of Project and Program Managers
  • Provide timesheet validation support and troubleshooting

What You'll Bring:

Education & Experience

  • University degree in the field of computer science or business administration
  • Trained, certified, and experienced in Agile & Kanban
  • 1 or more of the following certifications:

    • Certified Scrum Master (CSM) from Scrum Alliance
    • Professional Scrum Master I, II, III (PSM) from Scrum.Org
    • Agile Certified Practitioner (ACP) from PMI
    • Project Management Professional (PMP)
  • 8+ years of work experience in an IT project management capacity, including all aspects of process development and execution
  • 5+ years experience in software development and supervision
  • Knowledge of project management software, ideally Azure DevOps and Service Now PPM
  • Experience in developing and deploying project best practices, policies, and processes
  • Demonstrated experience in personnel management
  • Experience leveraging excel to manage a budget
