About the Team
The Youth Safety team sits at the core of TikTok's Trust & Safety organization, uniting product and program managers with a shared mission: to protect young people on TikTok and contribute to industry-wide child safety efforts. We focus on building protections, driving education, and shaping systems that keep youth safe across our platform and the wider digital ecosystem.
We are looking for a Technical Program Manager to join TIkTok's Youth Safety - Child Sexual Exploitation & Abuse (CSEA) product team. In this role, you'll be responsible for high-impact execution and technical program leadership, working across product, engineering, legal, policy, and operations to strengthen TikTok's safety infrastructure.

You will lead key projects to close operational gaps, manage tooling and feature delivery, and support the review of new products and features to ensure they launch with the appropriate safeguards in place. You'll also support the expansion of specialized moderation workflows and develop strategies to address emerging threats - including the detection and mitigation of AI-generated child sexual abuse material (AIG-CSAM).

Responsibilities:
- Act as the delivery owner for prioritized safety initiatives, ensuring on-time execution by tracking milestones, resolving blockers, and aligning stakeholders;
- Partner with R&D and Child Safety teams to lead the development of safety tooling, system integrations, and infrastructure improvements;
- Triage bugs, feature requests, and system performance issues to ensure effective detection and moderation capabilities;
- Review Product Requirement Documents (PRDs) to identify CSEA/CSAM risks - with a focus on emerging threats like AI-generated content - and define mitigation and reporting strategies;
- Embed child safety considerations into the product development lifecycle, ensuring alignment with internal policies, industry standards, and legal obligations;
- Collaborate with Legal, Operations, Policy, and Data Science teams to expand and optimize specialized moderation workflows that support high-sensitivity content review;
- Support the design and rollout of safeguards and detection systems that prevent the dissemination of AIG-CSAM, in partnership with engineering and policy stakeholders.
Qualifications
Minimum Qualifications:
- 5 years of program management experience, preferably in Trust & Safety, Content Integrity, or Child Safety;
- Strong technical understanding (not necessarily engineering-level) to work with R&D teams on tooling, system architecture, and feature integrations;
- Experience triaging bugs, unblocking delivery pipelines, and managing complex project execution across multiple cross-functional teams;
- Familiarity with detection model operations, content moderation workflows, or ML-driven safety systems;
- Experience working with legal and compliance teams on child safety or online content regulation;
- Familiarity with CSEA/CSAM threats and related detection, moderation, and reporting systems;
- Strong stakeholder management, communication, and cross-functional collaboration skills.
Preferred Qualifications:
- Ability to assess PRDs and identify CSEA product risks, especially related to AIGC and other fast-evolving content safety challenges;
- Knowledge of global policies or regulatory frameworks related to child safety (e.g., NCMEC requirements, UK Online Safety Act);
- Master's degree in Computer Science, Information Technology, or a related technical field;
- Certifications in project management (e.g., PMP, Agile) or relevant technical fields.
Job Information
[For Pay Transparency] Compensation Description (annually)
The base salary range for this position in the selected city is $165120 - $414000 annually.
Compensation may vary outside of this range depending on a number of factors, including a candidate's qualifications, skills, competencies and experience, and location. Base pay is one part of the Total Package that is provided to compensate and recognize employees for their work, and this role may be eligible for additional discretionary bonuses/incentives, and restricted stock units.
Benefits may vary depending on the nature of employment and the country work location. Employees have day one access to medical, dental, and vision insurance, a 401(k) savings plan with company match, paid parental leave, short-term and long-term disability coverage, life insurance, wellbeing benefits, among others. Employees also receive 10 paid holidays per year, 10 paid sick days per year and 17 days of Paid Personal Time (prorated upon hire with increasing accruals by tenure).
