Team Intro
USDS Financial Crime Compliance is responsible for overseeing and operationalizing all aspects related to Anti-Money Laundering (AML) and Sanctions Compliance activities related to TikTok USDS's operations. Collaborating cross-functionally with stakeholders across the U.S. and global, we address complex and cutting-edge challenges, which include the identification of money-laundering, terrorist financing and sanction violations. We seek a highly motivated, and experienced professional to join our team.

In order to enhance collaboration and cross-functional partnerships, among other things, at this time, our organization follows a hybrid work schedule that requires employees to work in the office 3 days a week, or as directed by their manager/department. We regularly review our hybrid work model, and the specific requirements may change at any time.

Position Overview
As the Transaction Monitoring Lead, you will be at the forefront of our efforts to combat financial crime, specifically focusing on transaction monitoring activities. You will lead a team in implementing transaction monitoring strategies, investigating suspicious activities, and ensuring adherence to regulatory requirements. This role is critical to safeguarding our organization from money laundering, fraud, and other illicit financial activities.

Responsibilities:
- Lead and manage a team responsible for conducting transaction monitoring activities, ensuring timely and accurate detection of suspicious transactions and compliance with BSA/AML regulations.
- Develop and implement transaction monitoring strategies, policies, and procedures to identify and mitigate financial crime risks, in alignment with regulatory requirements and industry best practices.
- Oversee the review and analysis of transaction monitoring alerts and investigations ensuring thoroughness, accuracy, and compliance with internal policies and regulatory standards.
- Collaborate with cross-functional teams, including engineering, TikTok Shop, TikTok Live, and legal, to address emerging financial crime risks and enhance transaction monitoring capabilities.
- Stay informed of changes in regulatory requirements, industry trends, and emerging threats related to BSA/AML compliance, providing guidance and recommendations to internal stakeholders.
- Prepare and present reports, metrics, and insights related to transaction monitoring activities to financial crime leadership and internal stakeholders.
- Conduct regular reviews and assessments of transaction monitoring alerts, investigations, and case management processes to ensure accuracy, efficiency, and effectiveness.
- Drive continuous improvement initiatives within the transaction monitoring function, identifying opportunities to enhance processes, tools, and technologies to better detect and prevent financial crime risks.
- Perform special projects and additional duties and responsibilities as required.

Qualifications

- 5+ years of experience in BSA/AML compliance, with a focus on transaction monitoring within the financial services, payments or fintech sector.
- Strong understanding of BSA/AML regulations, including the Bank Secrecy Act, USA PATRIOT Act, and FinCEN requirements.
- Previous experience managing a team of analysts, including performance management, coaching, and professional development.
- Excellent analytical skills, with the ability to analyze complex data sets, identify patterns, and draw actionable insights.
- Strong communication and interpersonal skills, with the ability to effectively collaborate with cross-functional teams and communicate complex concepts to stakeholders at all levels.
Preferred Qualifications
- Proven track record in developing and implementing compliance programs for financial institutions, with a focus on BSA/AML requirements and regulatory obligations.
- In-depth familiarity with transaction monitoring systems used in the financial services and fintech sector, including experience implementing solutions that meet U.S. regulatory and compliance expectations.
- Advanced understanding of regulations and their implications for fintech, ecommerce, and payments, with prior experience developing compliance programs tailored to these requirements.
- Excellent communication and stakeholder management skills, with the ability to engage with regulators, industry associations, and internal cross-functional teams to stay informed of best practices and emerging issues in compliance.

[For Pay Transparency] Compensation Description (annually)

The base salary range for this position in the selected city is $147000 - $374000 annually.

Compensation may vary outside of this range depending on a number of factors, including a candidate's qualifications, skills, competencies and experience, and location. Base pay is one part of the Total Package that is provided to compensate and recognize employees for their work, and this role may be eligible for additional discretionary bonuses/incentives, and restricted stock units.
