Team Intro:
The USDS Privacy and Integrated Security team is responsible for overseeing and governing all activities of privacy impacts to TikTok USDS' operations. We address complex and cutting-edge challenges, aiming to build the world's most trusted social media platform. We partner with TikTok global legal, R&D, Privacy and Data Protection Office, and security organizations in advancing our privacy practices. We oversee, govern and support the integration and optimization of operational privacy capabilities including data inventory, data classification, data retention/deletion, and incident response, etc., to ensure scalable and compliant privacy and data protection practices.
As a direct report to the Head of Privacy and Integrated Security Department, the Technical Program Manager, Privacy and Data Protection, is a program leader at the forefront of ensuring adherence to privacy regulations and building trust on the TikTok US platform. You will play a pivotal role in overseeing and supporting the USDS privacy program under the broad security, privacy and compliance context.
In order to enhance collaboration and cross-functional partnerships, among other things, at this time, our organization follows a hybrid work schedule that requires employees to work in the office 3 days a week, or as directed by their manager/department. We regularly review our hybrid work model, and the specific requirements may change at any time.
Key Responsibilities:
- Provide leadership support in engaging global partners to develop privacy solutions and data protection capabilities to meet specific USDS needs.
- Provide program oversight and governance over capability implementation and operationalization, such as develop or facilitate engagement models, policies, processes, SOPs, RACIs, trainings and awareness.
- Develop holistic understanding of TikTok product offerings and business/engineering processes. Identify areas for improving privacy compliance and data protection capabilities. Partner with Privacy and Data Protection Office (PDPO) to champion and facilitate consistent implementation across all products.
- Participate in regular privacy assessments and audits following the global privacy compliance framework to ensure compliance with internal policies and external regulations.
- Facilitate stakeholder engagements. Foster partnership with cross-functional teams and drive constructive communications. Collaborate with internal and external stakeholders to drive program success, including external regulators, 3rd party auditors, 3rd party providers, TikTok global legal, R&D, Privacy and Data Protection Offices, Security organizations, USDS cyber security, threat detection, and risk & compliance teams.
- Identify areas for automation to increase efficiency of repeated tasks, such as regular status reporting, and track staffing, contracting, and procurement. Assess tooling needs, evaluate solutions, drive to adopt internal toolings, develop custom solutions or acquire 3rd party products.
- Develop impactful metrics, measure the coverage and effect of privacy and data solutions.
- Manage workshops, perform special projects and additional duties and responsibilities as required.
Qualifications
Minimum Qualifications:
- Bachelor's degree in Computer Science, Information Security, or a related field. Candidates with significant relevant experience in security, privacy and data protection fields will also be considered in lieu of a formal degree.
- 5+ years of experience in leading or managing technical projects. Ability to collaborate effectively with and influence cross-functional stakeholders.
- Strong understanding of privacy frameworks (e.g., GDPR, CCPA), privacy by design principles, and data protection capabilities.
- Must have in-depth knowledge of security-in-depth principles as the foundation of privacy controls. Ability and willingness to explore security mechanisms in building and integrating privacy controls.
- Strategic thinking and problem-solving abilities. Excellent communication and interpersonal skills, with the ability to build strong relationships with diverse stakeholders.
Preferred Qualifications:
- Extensive Experience in the social media industry.
- Extensive Experience in a global R&D setting
- Certifications such as CDPSE, CISSP, CIPT, CIPP, CIPM
- Experience in the social media industry.
- Knowledge of data governance
- Robust understanding of security, privacy, and technical solutions.
- Robust understanding of how solutions go into operations, be able to drive GAP analysis, be able to drive solution integration and the maturity of operational capabilities.

Job Information
[For Pay Transparency] Compensation Description (annually)
The base salary range for this position in the selected city is $118800 - $249800 annually.
Compensation may vary outside of this range depending on a number of factors, including a candidate's qualifications, skills, competencies and experience, and location. Base pay is one part of the Total Package that is provided to compensate and recognize employees for their work, and this role may be eligible for additional discretionary bonuses/incentives, and restricted stock units.
Benefits may vary depending on the nature of employment and the country work location. Employees have day one access to medical, dental, and vision insurance, a 401(k) savings plan with company match, paid parental leave, short-term and long-term disability coverage, life insurance, wellbeing benefits, among others. Employees also receive 10 paid holidays per year, 10 paid sick days per year and 17 days of Paid Personal Time (prorated upon hire with increasing accruals by tenure).
