Team Introduction
The Global Public Policy & Government Affairs team's work spans across a broad and diverse range of functions and workstreams, including government affairs and government relations; policy and issue area expertise; risk and crisis management and mitigation; outreach, coalitions, and partnerships; and philanthropy. The mission of the Global Public Policy & Government Affairs team is to develop and advocate for solutions for pressing high technology issues and to promote a political, legislative, and regulatory environment that supports growth and innovation for our business.
Responsibilities
- Engage with government and other political stakeholders in Kazakhstan, Azerbaijan, Belarus and Georgia;

- Communicate TikTok's mission, values, principles and processes;
- Help the Company think and act locally, be an expert in the local team:
- Draft and keep up-to-date stakeholder maps for each market;
- Provide regular Public Policy updates for each market to relevant internal XFN teams;
- Review and analyse legislative and regulatory proposals, develop and execute advocacy plans aimed at ensuring a favourable regulatory environment, preventing the adoption of adverse legislation and mitigating regulatory impact through engagement with relevant external stakeholders;
- Provide strategic Public Policy / Government Relations guidance to cross-functional internal teams to help the Company put users first in Eastern European markets;
- Establish and maintain formal and, when necessary and appropriate, informal communication channels with local government stakeholders;
- Provide Government Relations (GR) support to business expansion, lead on GR projects and support cross-functional initiatives in the markets covered;
- Establish and promote strong relationships and projects with local industry associations, relevant NGOs and nonprofits.
Qualifications
Minimum Qualifications
- Senior-level experience in government, GR/public policy and/or advocacy work
- A keen understanding of the political system, institutional environment, decision making processes and the geopolitical, historical and cultural specifics of Central Asian and Eastern European markets
- An established network of senior level contacts among policy makers and opinion leaders in REECA markets
- A multitasker, capable of working in a dynamic and challenging political and regulatory environment
- Advanced written and oral communication skills, including official correspondence and public speaker skills, in English and Russian is required as that is the main/common language for the markets this role will cover.
Preferred Qualifications
- Proficiency in at least one state language of Eastern European or Central Asian markets is an advantage.
- Ability to draft and execute in silo a market/sub-regional GR action plan based on an agreed regional strategy
