About the Team
The Program Manager, Operational Excellence (GM) will report to the Chief of Staff, General Manager in USDS and will be a core member of the team that connects cross-functional business initiatives and create and own processes for productivity, progress tracking, and efficiency. The team's primary goals are to actualize the GM's strategic vision by executing business strategy with low operational risks, costs, and within the parameters of U.S. compliance mandates.
The Program Manager, Operational Excellence (GM) will focus on meeting business and service expectations through continuous improvement of USDS operational processes, OKR & KPI development and tracking, and program management. The Program Manager, Operational Excellence (GM) will also be responsible for working with technical teams to develop tools and dashboards to track progress, identify and remediate areas to improve efficiencies, and manage projects from conception to full execution. The Program Manager, Operational Excellence (GM) will have an opportunity to develop a deep understanding of the entire USDS organization, build and lead essential cross-functional programs across the organization, and think both strategically and tactically to break down problems into solutions. The ideal candidate has an enthusiasm for cross-functional program management, high-level thinking, and on-the-ground execution.

In order to enhance collaboration and cross-functional partnerships, among other things, at this time, our organization follows a hybrid work schedule that requires employees to work in the office 3 days a week, or as directed by their manager/department. Responsibilities
- Collaborate with GM and senior leadership team to drive USDS' change management efforts by identifying areas for strategic changes, leading large-scale transformation programs, defining the overall transformation journey, setting milestones, and determining success metrics.
- Build cohesive tooling and maintain dashboards unifying success/failure metrics for all of USDS.
- Develop and maintain key performance metrics, including KPIs and OKRs, to track the success of our strategic and operational efforts. Regularly report progress to the GM and other senior leaders, using data-driven insights to inform decisions and drive accountability.
- Create and deliver executive-level reports that provide strategic insights, performance metrics, and data-driven recommendations to senior leadership.
- Collaborate with with GM office to provide relevant data that can drive strategic decisions.
- Analyze and anticipate needs from compliance and operational stand points, internal capabilities, and potential opportunities to provide data-backed insights that influence USDS' strategic direction.
- Identify inefficiencies in operational processes and develop targeted remediation plans. This includes redesigning processes, optimizing systems, and leading initiatives to drive measurable improvements in operational excellence.
Qualifications
Minimum Qualifications:
- Bachelor's degree and 5+ years of experience in program or technical project management. Consulting experience is a plus in addition to working within a high-growth environment.
- Proven ability to plan and lead cross-functional initiatives from kickoff to completion, with strong stakeholder alignment skills.
- Strong analytical and problem-solving skills with the ability to break down complex issues, define success metrics in ambiguous environments, and develop effective, data-backed solutions.
- Experience with data storytelling and building consensus through clear, actionable insights. Proficiency in creating dashboards and visualizations using tools such as Tableau, Power BI, SQL, or similar platforms.
- Excellent communication skills, including writing and editing for diverse audiences and presenting insights to senior leadership.
- Highly organized, detail-oriented, and proactive in fast-paced environments with minimal oversight.
- Track record of driving operational efficiency through process improvement, optimization, and workflow streamlining.

Job Information
[For Pay Transparency] Compensation Description (annually)
The base salary range for this position in the selected city is $88000 - $151111 annually.
Compensation may vary outside of this range depending on a number of factors, including a candidate's qualifications, skills, competencies and experience, and location. Base pay is one part of the Total Package that is provided to compensate and recognize employees for their work, and this role may be eligible for additional discretionary bonuses/incentives, and restricted stock units.
Benefits may vary depending on the nature of employment and the country work location. Employees have day one access to medical, dental, and vision insurance, a 401(k) savings plan with company match, paid parental leave, short-term and long-term disability coverage, life insurance, wellbeing benefits, among others. Employees also receive 10 paid holidays per year, 10 paid sick days per year and 17 days of Paid Personal Time (prorated upon hire with increasing accruals by tenure).
