Team Intro
The USDS User Business Operations team is seeking an experienced Operations Program Manager to support and enhance our User Business Operations department. This role is integral to the success of our team, as it oversees critical reporting functions, aligns key operational metrics, and defines service level agreements (SLAs). Functioning as a strategic partner to leadership, providing the operational insight and support needed to drive company goals.
In order to enhance collaboration and cross-functional partnerships, among other things, at this time, our organization follows a hybrid work schedule that requires employees to work in the office 3 days a week, or as directed by their manager/department. We regularly review our hybrid work model, and the specific requirements may change at any time.
Responsibilities:
- Data Reporting and Analysis: Prepare, analyze, and present monthly and quarterly reports on department performance. Ensure data accuracy, track KPIs, and identify insights to inform strategic decisions.
- Metric Creation and Alignment: Develop and align metrics that support department objectives and company-wide goals. Ensure consistency and clarity in performance measurements across teams.
- SLA Definition and Monitoring: Define, establish, and regularly review SLAs for the department, ensuring alignment with business requirements. Act as a liaison to resolve SLA-related issues and drive continuous improvement.
- Cross-Functional Collaboration: Partner with leaders across departments to streamline operations, support cross-functional initiatives, and improve efficiencies within User Business Operations.
- Strategic Planning and Project Management: Lead and manage key projects, supporting the User Business Operations department with strategy, planning, and execution of initiatives. Identify and manage project risks and dependencies.
- Process Improvement: Identify opportunities to enhance department processes, optimizing for scale, efficiency, and impact.
Qualifications
Minimum Qualifications
- Bachelor's degree in Business, Operations, or a related field; advanced degree preferred.
- 3+ years of experience in an operations, program management, or Chief of Staff-like role within a tech or fast-paced environment.
- Demonstrated experience with data reporting, KPI development, and SLA management.
- Strong analytical skills with proficiency in data analysis tools (e.g., Excel, SQL, or similar).
- Exceptional communication, organizational, and project management skills.
- Ability to manage multiple projects simultaneously and adapt to changing priorities.
Preferred Qualifications
- Familiarity with BI tools (e.g., Tableau, Power BI) and project management software (e.g., Asana, Jira).

Job Information
[For Pay Transparency] Compensation Description (annually)
The base salary range for this position in the selected city is $67724 - $143555 annually.
Compensation may vary outside of this range depending on a number of factors, including a candidate's qualifications, skills, competencies and experience, and location. Base pay is one part of the Total Package that is provided to compensate and recognize employees for their work, and this role may be eligible for additional discretionary bonuses/incentives, and restricted stock units.
Benefits may vary depending on the nature of employment and the country work location. Employees have day one access to medical, dental, and vision insurance, a 401(k) savings plan with company match, paid parental leave, short-term and long-term disability coverage, life insurance, wellbeing benefits, among others. Employees also receive 10 paid holidays per year, 10 paid sick days per year and 17 days of Paid Personal Time (prorated upon hire with increasing accruals by tenure).
