Head of Tech PMO, USDS Tech and Product

As Head of PMO, you will:
- Lead and manage the PMO, overseeing a diverse portfolio of complex, cross-functional programs, ensuring that all projects are delivered on time, within scope, and to the highest standards.
- Establish and refine processes for project management, and continuously identify opportunities to optimize and drive efficiency across the organization in a data-driven manner.
- Build and maintain strong partnerships with key stakeholders at all levels, ensuring alignment with strategic goals and facilitating effective collaboration between teams.
- Lead, mentor, and develop a team of PMO professionals, managing and growing a team of people to drive high performance, ensuring alignment with company goals, and fostering a culture of excellence.
- Drive continuous improvement in program delivery by adopting industry best practices and tailoring the approach to meet TikTok's fast-paced and dynamic environment.
- Define and oversee the roadmap for Tech and Product teams, partnering with leaders to prioritize initiatives and manage resources effectively.
- Lead the communication strategy for the PMO, ensuring transparent and consistent updates on project progress, risks, and dependencies to senior leadership and stakeholders.
- Ownership of internal and external Quarterly Business Reviews (QBR) - content formation and delivery to senior leadership and peers.
- Champion Agile/Scrum methodologies, providing guidance, coaching, and leadership to Scrum teams to ensure high-quality deliverables and smooth project execution.
- Oversee resource management and budgeting for programs within the PMO, ensuring efficient allocation and use of resources.

In order to enhance collaboration and cross-functional partnerships, among other things, at this time, our organization follows a hybrid work schedule that requires employees to work in the office 3 days a week, or as directed by their manager/department. Qualifications

Minimum Qualifications
- BA/BS degree or above with at least 5+ years of project delivery or technical leadership experience, ideally within a high-growth, fast-paced environment.
- Proven experience managing large-scale, complex programs, with a track record of driving strategic initiatives and cross-functional collaboration.
- At least 5 years of people leadership experience, successfully managing and developing a team of individuals, with a focus on performance, team growth, and cross-functional alignment.
- Strong organizational, interpersonal, and leadership skills, with a proven ability to influence stakeholders at all levels.
- Ability to read, write, and communicate fluently in both Mandarin and English for content translation and seamless communication across global teams.

Preferred Qualifications
- In-depth knowledge of Agile and project management methodologies, with a demonstrated ability to implement and scale processes across teams.
- Experience leading cross-functional teams, managing diverse stakeholders, and driving alignment in a dynamic, fast-moving environment.
- Proven experience managing multi-time zone teams, with an understanding of the challenges and strategies for successful global collaboration.
- A strong passion for the Internet industry and a commitment to growing with the company, navigating emerging global challenges, and driving innovation.
- A strategic thinker with a strong focus on execution, demonstrating the ability to move projects forward in an autonomous, self-motivated manner.

Job Information

[For Pay Transparency] Compensation Description (annually)

The base salary range for this position in the selected city is $204000 - $494912 annually.

Compensation may vary outside of this range depending on a number of factors, including a candidate's qualifications, skills, competencies and experience, and location. Base pay is one part of the Total Package that is provided to compensate and recognize employees for their work, and this role may be eligible for additional discretionary bonuses/incentives, and restricted stock units.

Benefits may vary depending on the nature of employment and the country work location. Employees have day one access to medical, dental, and vision insurance, a 401(k) savings plan with company match, paid parental leave, short-term and long-term disability coverage, life insurance, wellbeing benefits, among others.
