About the Role
The Port Authority of New York and New Jersey (PANYNJ) Tunnels, Bridges & Terminals Department's Toll Systems and Revenue Operations Division is responsible for collecting revenues owed to the PANYNJ for vehicular travel across the interstate bridges and tunnels between New York and New Jersey. Collection of tolls and related fees are supported through a contractor at the E-ZPass New York Customer Service Center, as well as additional contract services specific to collections efforts for unpaid charges. Reporting to the Supervisor of the Revenue Recovery group, the Sr. Transportation Programs Analyst (Suspension Analyst) will support the toll collection program with specific responsibilities for assisting in toll violations recovery and the New York State Department of Motor Vehicles (NY DMV) vehicle registration suspension program. In addition, the selected candidate will assist with settlements, credits and disputes.

Responsibilities:
- Work closely with our law firm, collection agency, customer service center, and back-office provider to ensure seamless data exchange of violation information.
- Create and monitor progress of monthly and ad hoc payment applications to provide accurate and timely posting of updated transaction status in the back-office.
- Compile detailed supporting documentation for vehicle suspensions for persistent violators who are referred to our outside law firm.
- Conduct research of accounts using Vector and Crystal reporting systems to create detailed violation reports.
- Run queries, conduct research and analyses, and communicate findings with customers, contractors, and various levels of staff throughout the Agency.
- Maintain and update internal databases (e.g., MS Access or other database systems) ensuring data accuracy and integrity.
- Optimize SQL queries for efficiency and performance, especially with large datasets for top violators and suspended registrants' data.
- Develop, document, and update standard operating procedures (SOPs) for power automate workflows, database maintenance, and revenue recovery reporting.
- Verify the accuracy of invoices submitted by law firms, to ensure all toll charges and administrative fees align with payments received.
- Contribute to initiatives aimed at automating manual tasks, reducing errors, and streamlining workflows across programs.
- Provide training and guidance to team members and other departments on best practices for using internal data systems and interpreting reports.
- Perform other duties as assigned.
Minimum Qualifications:
- Must possess a Bachelor's degree from an accredited college or university
- Minimum of 2 years relevant work experience in data management, accounting, and/or customer service with quantitative and analytical skills
- PC proficiency with experience in Microsoft Office applications, with strong experience in Excel and Access
- Solid organizational, verbal, presentation, and written skills
- Strong research, analytical and organization skills
- Excellent written and oral communication skills, including experience in summarizing the results of analyses
Desired Qualifications:
- The ability to provide off-hours (evening, overnight, and weekend) support of PAPD enforcement efforts
- Ability to gather data, perform process analysis, and provide recommendations
- Experience with account management/client relationship management
- Excellent time-management skills and problem-solving skills
- Demonstrated ability to work under pressure and meet tight deadlines
- Proven success in resolving conflicts
- Demonstrated productivity in a team environment
- Process-orientation with a strong bias for action
- Knowledge of toll systems and/or back-office operations
- Demonstrated experience in the area of data analytics and database implementation/maintenance/optimization, including data normalization, pumping, and transformation.
- Strong knowledge of data analytic and database management.
- Ability to understand, manage, and prioritize technical issues and initiatives.
