About the Role
Under supervision of the Signal Supervisor II and Chief Signal Supervisor, the PATH Signal Supervisor I will supervise activities including but not limited to routine inspection, repair, maintenance and testing of all signal equipment throughout the PATH system, including compressed air system and related equipment. Where directed the Signal Supervisor I will aid in planning, preparation, installation and construction of signal apparatus throughout the PATH system and signal related capitol project planning and implementation. This position involves extensive fieldwork in all types of weather and administrative responsibilities such as work assignments, payroll monitoring, daily work reports, and incident reports.

This is a junior exempt supervisory role (Signal Supervisor I) with the intention of a training period to occur over a minimum of one year. The successful candidate's tour may be rotated at the discretion of the Chief Signal Supervisors for reasons including but not limited to ensuring a variety of experience to different work and personnel, backfilling open positions due to vacancies and to provide sufficient coverage. At the completion of the year the candidate may be promoted to Signal Supervisor II based on individual performance in the role and available vacant positions and divisional budget.
Note that this position is subject to call-in or extended work hours on overtime. Position is required to within one year successfully obtain and maintain a PATH Employee In-Charge (EIC) Roadway Worker card without restrictions if not already held.
Responsibilities
- Planning and allocating work assignments to cover daily work for approximately 60+ unionized (BRS Brotherhood of Railroad Signalmen) Signalmen in accordance with established procedures; and coordinating Signalmen activity with other internal railroad divisions, and external agencies (utility companies, consultants, and contractors).
- Interpreting and administering work rules from union contracts; completing accurate timesheets, managing divisional absence control, and investigating employee injuries.
- Ordering sufficient materials, supplies and tools for daily Signalmen work, ensuring that all costs are accurately charged to correct internal accounts.
- Instructing and directing activities related to the installation, maintenance, inspection, and testing of the signal system: ensuring that procedures are documented in compliance with applicable FRA regulations, standards and codes.
- Investigating causes of signal malfunctions and preparing written reports.
- Responding to railroad incidents, emergencies and storms.
- Assisting in storm preparations and response.
- Making field inspections of equipment.
- Instructing subordinates.
- Directing maintenance, troubleshooting, installation, and testing activities.
- Assuring that routine FRA tests and inspections are performed, and proper reports are submitted.
- Collect and prepare FRA Hours of Service records before submitting for filing.
- Perform required Part 217 efficiency testing.
- Management of materials budget and management of budgeted over-time hours.
- Administering corrective discipline and reinstruction.
- Performing other duties as assigned.
Minimum Qualifications
- Four-year standard or vocational high school or equivalency diploma.
- Minimum of 5 years experience required in the design, maintenance and/or construction of railroad or rail transit signal systems
- Demonstrated ability to read, understand and interpret signal system circuit diagrams, wiring schematics, processor logic and diagnostics, and event recorder data.
- Knowledge of FRA signal regulations and testing requirements.
- Must possess and maintain a valid driver's license for operating a vehicle Applicants must meet all performance and attendance standards and have completed all probationary periods
- Must be able to perform off-hour inspections and respond to emergency calls 24 hours per day, 7 days per week
- Must be able to work in diverse physical work environment including but not limited to tunnel areas and tight signal spaces, Incumbent must have physical ability to climb and work in tunnels and open rail yards with active electrified track, calling for considerable standing, bending, climbing and walking on railroad ties, stone ballast and metal gradings, and in a heavy equipment facility.
- Must have color acuity, to correctly identify signal aspects and distinguish basic colors.
- Must have ability to respond in adverse weather and other emergency conditions.
Desired Qualifications
- A Degree in Engineering
- Graduate of vocational trade/technical school
- Knowledge of the Port Authority/PATH organizational structure and its policies and practices, especially as they apply to facility operations, maintenance, safety, budget preparation/control and employee relations.
- Knowledge of PATH Book of Rules and FRA regulations as they apply to this position.
- Ability to read, review and interpret technical drawings and contract specifications.
- Knowledge of basic personal computer applications including Microsoft One Drive, Teams, Office and Alstom MMS.
- Ability to interact effectively with various levels of staff and contractors negotiating outcomes and conflict resolution skills.
- Ability to devise and implement innovative and creative solutions to signal maintenance issues.
- Familiarity with contract reviews, preparation of purchases and requisitions.
- Effective written and oral communication skills.
- Ability to read and interpret plc ladder logic, vital signal logic and conventional signal circuits.
