About the Role

Reporting directly to the PATH Deputy Director Chief Engineer - Infrastructure and Rolling Stock, this position is responsible for developing and supporting the PATH reliability-centered maintenance program along with supporting PATH's Transit Asset Management (TAM) Plan, and the development of PATH's future capital programs for Infrastructure and Rolling Stock.

Responsibilities

The PATH Reliability Program is a core service requirement supporting daily operations of PATH by identifying and categorizing failures, repeat failures and other trends that adversely affect service. This information will provide the necessary data to prioritize maintenance, reduce train delays and support capital improvement programs for PATH's Rolling Stock and Infrastructure. In addition, this position will continue to build on the past success of the PATH Improvement Program to increase capacity, reduce delays, and enhance customer experience. The Sr Analyst - Project Manager will provide an investigation into how all the divisions operate and will support the design and implementation of a holistic and technical approach to reliability centered maintenance.   • Conduct asset survey to build asset inventory to support PATH's TAM plan.
  • Perform quantitative and qualitative analysis of maintenance reports, logs, and databases at a daily, monthly, and quarterly, and annual intervals.
  • Review and analyze existing maintenance routines and cross reference activities with PATH's operational failure reports to ensure a steady reduction in repeat failures and other trends that affect PATH performance.
  • Research maintenance industry best practices and serve as PATH's main point of contact in the global benchmarking group, Community of Metros
    • Collect benchmarking data
    • Support the development of PATH's capital and rehabilitation programs.
    • Lead PATH's failure review committee, monitor and report on correction action items.
    • Assist in the development of PATH's best practices.
    • Lead the PATH team on researching and implementation AI solutions to improve the effectiveness of the PATH system.
    • Conduct PATH daily Operations meeting
  • Liaise between external consultants and PATH operating divisions.
  • Support the Deputy Director Infrastructure and Rolling Stock to implement recommendations from external consultants and department-wide roll out of reliability centered maintenance program.
  • Research and recommend to new technology, AI and practices to improve PATH's reliability and improve performance and reduce waste.
  • Work with and assist all PATH departments with reporting needs and technology improvements

Minimum Qualifications

Candidates must present the following qualifications to be considered eligible for this position:

  • Must possess a BS degree with a focus on Commutation, Business or Transit
  • Minimum of (2) years' public sector experience with increasing responsibility and skill sets
  • Demonstrated experience with managing multiple projects simultaneously
  • Thorough knowledge of PANYNJ policies and procedures
  • Knowledge of railroad systems and operations.

Desired Qualifications

Ideal candidates will present the following profile:

  • Master's degree from an accredited college with Business Management or Public Administration
  • Experience in identifying categorizing system failures.
  • Wide range and in-depth knowledge of various elements of PATH's transit systems in order that decisions can be made regarding maintenance and program planning. Thorough knowledge of safety procedures and codes.
  • Knowledge of safety and compliance management processes.
  • Knowledge of operational railway environment.
  • Thorough knowledge of business and financial analysis.
  • Excellent oral and written communications and presentation skills.
  • Excellent interpersonal skills, effective motivational skills, and experience in successfully working with diverse employee groups and organizations.
  • Demonstrated ability in problem and analysis resolution.
  • Demonstrated ability to interact successfully with all levels of management staff, external contacts and agencies.
  • Demonstrated ability to make prudent, independent decisions under unusual circumstances and pressures.

About PATH:

The Port Authority Trans Hudson Corporation (PATH), an FRA-regulated commuter railroad, is the primary transit link between Manhattan and New Jersey communities and suburban commuter railroads. Carrying over 75 million passengers per year, PATH trains run 24 hours a day, seven days a week, one of the few 24-hour systems in the world. Since the early 20th Century, PATH and its predecessor, the Hudson & Manhattan Railroad, have carried passengers between New Jersey and points in Midtown and Lower Manhattan, serving as a key link in the region's transportation network and as a catalyst for continued residential, commercial and employment growth.

PATH operates 24 hours per day/7 days per week/365 days per year. Employees are required to work weekends, holidays, atypical hours (evening and midnight shifts) and during inclement weather conditions. Incumbents may be subjected to mandatory overtime at the beginning or end of their scheduled tour, or on their days off. A union seniority system dictates work schedules for jobs represented by one of PATH's unions, and time off may not be immediately available during the usual summer and holiday periods. Working conditions will be challenging, including but not limited to inclement weather, direct contact with the public, in tunnel and outside areas during active train service, and an industrial environment. Commitment to attendance is expected and required.
