About the Role

Reporting to the Manager, Aviation Technical Services in Aviation Operations, this position is responsible for serving as the organization's technical resource and expert for improving the operational efficiency and safety of the Port Authority's five airports in a number of technical areas. This position serves as the organization's airfield expert with regard to airfield lighting, signage, and marking requirements along with coordinating and obtaining Federal Aviation Administration (FAA) approval of proposed Modifications of Standards.

This position also serves as a liaison between the FAA and Port Authority airfield project designers, providing project designers with advice and guidance on meeting FAA standards, corresponding with FAA to ensure FAA approval is consistent with Port Authority decisions.

In addition, this position is required to contribute aviation technical expertise and good project management practices across a wide variety of disciplines.

Responsibilities

  • Managing, updating and maintaining electronic plans that delineate lighting/signage and marking installations for the Port Authority's five airports as required by FAA regulations.
  • Maintaining subject matter expertise in FAA Advisory Circulars and Federal Aviation Regulations and serve as a lead for compiling comments to the FAA's proposed changes to these documents.
  • Assisting the Port Authority Operations and Maintenance personnel in interpreting and applying FAA regulations, guidance, and directives.
  • Ensuring Port Authority's policies and procedures are aligned with FAA standards and compliance requirements.
  • Monitoring changes to FAA regulations and communicate them effectively to relevant Port Authority personnel.
  • Providing technical guidance on both airside and landside construction projects.
  • Administering large airfield-related contracts for professional services and goods (Including aeronautical signage equipment and spare parts, refurbishment of aeronautical In-pavement lighting equipment, maintenance of airfield lighting and control systems, maintenance and repair of engineered materials arresting system, tool for vehicle/pedestrian deviation mitigation, constant current regulators).
  • Reviewing and providing technical comments on Port Authority Tenant Alteration Application (TAA) submittals and technical drawings, as required.
  • Reviewing and shaping agency policy on future airfield development.
  • Working closely with staff in airport operations and maintenance, aviation planning, engineering, procurement, and external stakeholders such as FAA staff.
  • Monitoring contractor performance for compliance with applicable laws, delivery schedules, payment provisions, contract data reporting requirements, and other contractual requirements.
  • Resolving delivery schedule problems with contractor/vendor and negotiating delivery schedule changes.
  • Overseeing the submission and approval process for any Modification of Standards (MOS) requests from the Port Authority to the FAA, ensuring that all MOS applications are in full compliance with FAA requirements and thoroughly justified based on operational needs or physical constraints.
  • Collaborating with both FAA and Port Authority teams to provide technical data, analysis, and documentation to support MOS requests.
  • Developing and maintaining aircraft operational plans (i.e. A380), ensuring alignment with FAA regulations and standards
  • Collaborating with airport management, operations teams, and FAA officials to ensure operational plans enhance efficiency and safety.
  • The applicant must be able to travel to all Port Authority airports, as needed.

Minimum Qualifications

  • Bachelor's degree in aviation management, airport operations, public administration, or a related field.
  • Minimum of 5-7 years of experience in airport operations, regulatory compliance, or project management.
  • Any knowledge of FAA operational and signage standards, and Advisory Circulars.
  • Excellent organizational, communication, and project management skills.
  • Ability to interpret and apply FAA regulations in a practical airport environment.
  • Experience working with cross-functional teams and managing complex projects.

Desired Qualifications

  • Master's degree in aviation management, airport operations, public administration, or a related field.
  • Demonstrated ability to devise innovative solutions to airport technical problems, resolve conflicts independently & make sound decisions.
  • Knowledge of AutoCAD
  • Ability to communicate effectively (verbally and in writing)
