About the Role

The Tunnels, Bridges and Terminals Department (TB&T) is seeking a project manager in the Project Management unit. Reporting to a Program Manager in TB&T's Project Management Unit, the selected candidate will be responsible for delivering projects at various TB&T facilities under the agency's Capital Plan as well as the Agency Major Maintenance Program (AMMP). The incumbent will advance assigned projects through planning, conceptual/preliminary design, final design, and/or construction. Project management activities will include initiating, planning, executing, monitoring/controlling and closing projects.

Responsibilities

  • Develop detailed scopes of work for projects based on statements of problems or desired outcomes.
  • Establish project economics/budget and timeline/schedule in conjunction with the appropriate stakeholders.
  • Collaborate with Engineering to retain the necessary internal and external resources, including appropriate professional services, to advance projects through design and construction.
  • Advance projects through established milestones, developing and implementing recovery plans for unanticipated delays.
  • Conduct regularly scheduled meetings with the appropriate parties to ensure the project scope, schedule and budget are maintained.
  • Interact with Port Authority staff departments and outside agencies to coordinate and establish agreements in support of project work.
  • Take the lead in establishing project risk parameters and developing the appropriate risk contingency plans, both informally within the project team and formally in conjunction with the Project Management Office's risk management group.
  • Prepare project status reports for supervisors, senior and executive staff on a regular basis.
  • Prepare material/presentations to support Board authorizations of projects.
  • Ensure projects are properly completed and closed out.

Minimum Qualifications

  • Bachelor's degree in Engineering, Architecture, or a related discipline from an accredited college or university
  • A minimum of three to five years of progressively responsible experience in project management.
  • Experience in project management, engineering design, architecture, and/or construction fields, including establishment of project plans, setting priorities, and incorporating facility operations and security requirements into project plans.

Desired Qualifications

  • Knowledge of physical plants/assets, analysis of problems, and obtaining resources from various stakeholders.
  • Knowledge of the principles, methods, and tools for developing, scheduling, coordinating, estimating, and managing projects and resources, including monitoring and/or reviewing costs, work, and contractor performance.
  • Proven ability to manage projects of significant complexity and risk and effectively utilize limited available resources to achieve complex goals.
  • Proven ability to manage diverse work groups.
  • Problem solving, decision-making, and conflict resolution skills.
  • Excellent oral and written communication skills and interpersonal skills
  • Possession of a valid driver's license.
  • Licensed Professional Engineer or Registered Architect in New York or New Jersey
  • Project Management Professional (PMP) certification
