About the Role

Major Capital Projects (MCP) has overall responsibility for the design and construction delivery of the new Midtown Bus Terminal, the construction management of the core and shell of the new Hudson Tunnels for the Gateway Development Commission, planning for the Cross Harbor Freight Program, and other projects assigned to it.

We are currently seeking a Project Engineer to work with the Midtown Bus Terminal Replacement (MBTR) construction group, specifically the Phase 1 Interim Bus Terminal (future Staging and Storage Facility) component. The selected candidate will report to the Senior Program Manager and will undertake a wide range of technical project management and construction management responsibilities to support implementation of the project. Key to success in this role is technical proficiency with ability to identify, analyze and address technical and project issues in a timely manner, and a diligent mindset to ensure code compliance, contract conformance, and adherence to project quality standards.

Responsibilities

The Project Engineer will be responsible for coordination of technical contract requirements and drawings, handling of contractor submittals with design staff and consultant reviews, and processing of changes for assigned project components:

  • Ensure comprehensive technical documentation and quality acceptance of contract work.
  • Coordinate with PABT/LT facility operations and stakeholders regarding staging, phasing, conduct of field construction work.
  • Coordinate development and communication of construction plans, including preparation of diagrams and overlays to identify key issues, conflicts and solutions
  • Monitoring and management of work of external project staff, including consultants and subconsultants, contractors and subcontractors to perform project activities within applicable cost and schedule.
  • Support administration of construction contracts including review of invoices and processing of change orders.

Minimum Qualifications

  • Bachelor's Degree in Engineering, Architecture, Construction Management or a related technical discipline from an accredited college or university.
  • A minimum of five years of experience in design or construction.
  • Demonstrated experience and working knowledge of project management and contract administration software including, but not limited to Bluebeam, E-Builder, Wintrak, Primavera and Excel.
  • Excellent interpersonal communications, writing, and analytical skills.

Desired Qualifications

  • Professional Engineering / Architecture License in the state of New York or New Jersey.
  • Demonstrated experience with Port Authority design and construction work at active facilities; including experience in architectural and engineering design.
  • Demonstrated knowledge of established Port Authority procedures and processes including, but not limited to project management, design management, construction management, and quality control / quality assurance, Tenant Construction/Alteration Application (TCA/TAA) process, and contract financial systems
  • Demonstrated experience in developing and implementing construction plans with timelines, milestones and deliverables to meet overall project objectives.
  • Proven ability to identify problems, assess the accuracy and relevance of information, and ability to generate and evaluate alternatives and to make recommendations.
  • Demonstrated proficiency in effectively persuading, influencing, and negotiating at different levels with internal and external staff to achieve desired outcomes.
  • Demonstrated oral and written communication skills, including report preparation.
  • Demonstrated experience and knowledge of Adobe Illustrator, Blue Beam, Revvit, AutoCad, Microsoft Office Suite and project management software.
