About the Role

Major Capital Projects has overall responsibility for the design and construction delivery of the new Midtown Bus Terminal (MTBT), the construction management of the core and shell of the new Hudson Tunnels for the Gateway Development Commission (GDC), planning for the Cross Harbor Freight Program (CHFP), and other projects assigned to it.

The selected candidate will report to the Senior Program Manager, Major Capital Projects, and will undertake a wide range of technical project management and construction management responsibilities to support implementation of new Midtown Bus Terminal and the enhancement of bus storage lots at 30th Street. Major activities will include design management and field construction oversight, and associated design and construction contract administration. The Project Manager will be involved in coordinating technical design requirements, handling consultant and contractor submittals, overseeing contractor activities and schedules, and communicating with operations and stakeholders.

Responsibilities

  • The selected candidate will be responsible for managing design and construction contracts within the established scope, schedule and budget. Specific responsibilities include:
  • Monitor the work of external project staff, including design consultants, general contractors, subcontractors, and subconsultants.
  • Administer design and construction contracts including review of invoices and processing of change orders;
  • Coordinate with TB&T facility operations and stakeholders including staging, phasing, conduct of field construction work;
  • Ensure comprehensive technical documentation and quality acceptance of contract work.

Minimum Qualifications

  • Must possess a Bachelor's Degree in Architecture or Engineering or related field.
  • A minimum of two years of experience in capital projects, preferably including field construction experience.

Desired Qualifications

  • Demonstrated knowledge of established Port Authority procedures and processes including, but not limited to project management, design management, construction management, and quality control / quality assurance;
  • Demonstrated experience with Port Authority construction work at active facilities;
  • Demonstrated experience in managing a minimum of five contracts with minimum value of $10 million each.
  • Demonstrated leadership, problem solving, decision-making and conflict resolution skills;
  • Strong interpersonal skills, including demonstrated experience interacting with executive management, design and construction professionals within and outside the Port Authority;
  • Demonstrated oral and written communication skills, including report preparation;
  • Demonstrated experience and knowledge of Microsoft Office Suite and project management software.
