About the Role
Reporting to the Chief of Materials Engineering, and under the direct supervision of the Supervisor of Physical Testing, the Engineer (Materials) will be responsible for conducting concrete and asphalt sampling, inspections, testing, and analyses in support of Port Authority of NY & NJ contracts and programs. The position is primarily for field work and some laboratory work including sampling, inspection and testing of concrete and asphalt for contract work in progress at PA facilities. Knowledge of ASTM and AASHTO testing standards and hands-on familiarity with inspection and testing procedures and equipment is required for quality acceptance of concrete and asphalt.

Specific tasks include:
- Concrete Field Sampling, Inspection and Testing
- Sampling fresh concrete and performing plastic concrete testing for temperature, slump, air content, unit weight and making specimens for compressive strength and permeability (cylinders) and/or flexural strength (beams)
- Inspection of concrete reinforcement, placement, compaction consolidation, and curing
- Asphalt Field Sampling, Inspection and Testing (desirable, but willing to train)
- Plant sampling and testing, including temperature, making Marshall specimens for testing air voids, NCAT testing for asphalt content and aggregate gradations
- Field inspection of asphalt laydown and preparing sketches for coring locations to verify in-place density requirements
- Create accurate, neat, and complete reports documenting results on a Ddaily reportingbasis of the inspection and testing results
- Maintaining a punch list of deficiencies for each project
- Issuing nonconformance reports (NCR's) as necessary, verification of corrective action to address NCR's and closure of NCR's upon acceptance of remedial work
- Communicating with both PA Resident Engineer (RE) staff and the contractor's quality control personnel to address open issues; timely communication of the results of inspections and testing to the appropriate Materials Engineering Unit and RE staff; and troubleshooting issues as they arise in the field with guidance from the Supervisor of Physical Testing and the Chief Materials Engineer.
Minimum Qualifications
The ideal candidate will present the following qualifications profile:
- Five years' experience in concrete and asphalt sampling, inspection and testing
- Completed OSHA 30-hour Construction Safety Training
- Certified as an ACI Level I Concrete Field Testing TechnicianConcrete Field Testing Technician - Grade I
- Certified as an ACI Level II Concrete Construction Special Inspector
- Demonstrated skills for problem solving, negotiation, conflict resolution and ability to recommend innovations.
- Strong oral and written communication skills
- Self-motivated, team leader capability and experienced in the overall quality of concrete and asphalt work.
- A Bachelor's degree from an accredited college or university in construction management or civil engineering
- Possess a valid driver's license
- Ability to obtain security clearance (10-year background check) for restricted airport work
Desired Qualifications
- Certified by the New Jersey Society of Asphalt Technologists (NJSAT) as an HMA Construction Technologist, Asphalt Plant Technologist Level 1 and Level 2
- Certified as an ICC Structural Masonry Special Inspector
- Master's degree from an accredited college or university in construction management or civil engineering
