About the Role

The Aviation Department of the Port Authority of New York and New Jersey is seeking a highly qualified Finance Manager to join the Financial Services Unit. This role is pivotal in ensuring the financial integrity and strategic planning of the department.

Under the direction of the Assistant Director of Aviation Financial Services, the Finance Manager is responsible for the following:

Responsibilities

  • Financial Reporting and Analysis: Oversee the production and presentation of monthly operating revenue results for the Aviation Department and its individual facilities. Analyze and report on financial data to provide an accurate depiction of the department's current and future financial status.
  • Budget Coordination: Coordinate the preparation and consolidation of facility and departmental operating revenue budgets and long-range forecasts. Oversee the preparation and roll-up of monthly operating statements.
  • Strategic Planning: Contribute to strategic planning and reporting initiatives, including annual business planning, quarterly performance reporting for Agency executive staff, monthly dashboards and facility/unit dashboard development.
  • Performance Metrics Analysis: Analyze and enhance financial reporting metrics and collaborate with data owners to prepare executive-level reports.
  • Variance Analysis: Coordinate monthly reviews and analyses of revenue and capital spending. Oversee the preparation of variance and performance reports. Review and provide feedback on variance and performance measure reports from Aviation Finance, facility staff, OFP, and/or MBD staff.
  • Business Reporting: Lead monthly and quarterly business reporting activities to capture relevant financial performance metrics to enhance operating performance.
  • Forecasting and Budgeting: Play a critical role in the preparation and maintenance of the Aviation Department's Long-Range Forecast and Capital Project Revenue Forecast.
  • Collaboration and Communication: Work closely with internal aviation stakeholders, other departments, and external partners to ensure comprehensive financial reporting and analysis.
  • Direct Reports: develop, lead and direct a team of two direct reports.
  • Travel Requirements: Be prepared to travel to various aviation facilities as required.

Minimum Qualifications

  • Minimum of five (5) years of progressively responsible experience in accounting, finance, budgeting, or business, with demonstrated expertise in:
    • Business and financial transactions, budget, and variance analysis.
    • Accounting, budgeting, and financial policies and procedures.
    • Strong analytical and problem-solving skills.
    • Experience presenting financial information
  • Superior skills in MS Office products with advanced knowledge of Microsoft Excel, including strong experience utilizing advanced functions.
  • Working knowledge of public agency, government, private institution etc. policies, procedures, and financial structure.
  • Experience and proficiency in utilizing accounting and financial systems that can include SAP, PeopleSoft, Oracle (Essbase), ICMS or related system.
  • Experience with managing a team, which includes but not limited to, setting deliverables, developing staff and performing reviews.

Desired Qualifications

  • Familiarity with advanced analytical tools and programs such as PowerBI or other related.
  • Airline Fee Management: Experience developing and monitoring flight fees for various airlines or understanding of cost recovery agreements.
  • Any experienced in a federally regulated public transit finance field.
  • Leadership and Initiative: A self-starter with the ability to assume a leadership role and make informed decisions.
  • Strong interpersonal skills with the ability to effectively interact with senior-level staff within the agency and executives of external organizations.
  • Demonstrated ability to work independently, establish plans, and set priorities.
  • Adaptability: Experience adapting to the demands of diverse situations, operating effectively in the face of uncertainty and change, and aligning professional goals with the needs and priorities of the organization.
  • Advanced Analytical Tools: demonstrated ability to create dashboards with advanced analytical tools and visualization programs.
  • Proven ability to identify problems, assess the accuracy and relevance of information, generate and evaluate alternatives, develop consensus, and make recommendations.
