About the Role
The Manager of Airport Facility Projects serves a vital role within the Physical Plant team in securing the safe operating condition of LaGuardia Airport for the one-hundred thousand passengers utilizing the facility daily. Join an experienced and dynamic team responsible for the state of good repair and improvement for the airport recently named the 2024 Best U.S. Airport by Forbes Travel Guide. In the position, the selected candidate will be exposed to all elements of both agency and tenant construction projects, critical infrastructure testing and inspection, and operating budget management.
Responsibilities
- Direct staff in the Airport Tenant Liaison Office (TLO) in the administration of the Tenant Construction & Alteration Process (TCAP), develop staff into collaborative construction partners to the tenants, and take an active role in TCAP projects that require special handling such as those projects connected to ongoing airport redevelopment and sustainability initiatives.]
- Ensure the proper implementation of all mandatory structural integrity condition surveys, life safety surveys, and vertical transportation surveys at the facility. The Manager of Facility Projects shall review reports generated from the various surveys, and initiate as required, all work requests to SEMAC, Facility Maintenance and Project Management/Engineering, and coordinate the successful completion of airport priority repairs as highlighted in the associated reports.
- Develop and manage the Agency Major Maintenance Program (AMMP) at the facility to include the development of airport needs into a workable program of projects, interface with AMMP project leads to ensure that the efforts progress to completion, and actively manage the AMMP budget throughout the year, reporting forecast/actual spending data to senior management on a monthly basis.

Minimum Qualifications
- Bachelor's degree from an accredited college or university in Engineering, Architecture or related field.
- Experience in technical code review and/or construction permit issuance.
- Experience in inspection of structures, Facility Maintenance, project management, budget development and/or asset management.
- Experience having developed complex strategies within transportation maintenance, facilities, asset management.
- Experience managing multiple projects and coordinating design efforts and/or construction activities
- The successful candidate must be able to pass a fingerprinting-based Criminal history Records Check as mandated by 49 CFR 1542 and will be required to obtain and maintain an Airport Security Identification Display Area (SIDA) ID card.
- The selected candidate must have a valid driver's license in NY state.
Desired Qualifications
- Professional Engineering or Registered Architect in NY/NJ.
- Minimum 5 years progressively responsible project and/or program management experience in concurrent complex, transportation infrastructure and technology projects, including knowledge of design, construction and procurement, preferably in an airport environment.
- Strong interpersonal skills including demonstrated experience interacting with diverse groups, including engineering, maintenance, tenants and vendors as well as executive Management within and outside the Port Authority
- Demonstrate ability to manage and supervise others to effectuate program workload effectively utilizing limited available resources.
- Demonstrate knowledge of the Port Authority's TCAP process and PA code compliance review procedures.
- Superior oral, written and presentation skills.
