About the Role
- Under the supervision of the Chief Maintenance Supervisor and General Maintenance Supervisor, the successful candidate for this position will be responsible for the supervision of the Paving Section of the Structural Maintenance Unit. Other duties include scheduling work assignments, and involvement in the airport snow removal plan.
- Assigned to B-Tour 6:30am - 3:00pm Monday - Friday.
Responsibilities
- Maintain FAR Part 139 Airport Certification related to aeronautical paved areas and ensure safety conditions for paved landside areas.
- Plan, initiate, and direct the instruction of assigned personnel in work methods and techniques, safe work practices, and use of materials and equipment.
- Make supervisor inspections of facility conditions and equipment
- Support and update unit's PM roster or routines as approved by the Unit Chief.
- Perform random audits on materials, equipment, inventoried spare parts, etc. at the direction of the General Maintenance Supervisor.
- Read, review and work from contract drawings (blueprints) and contract specifications and make comments/recommendations regarding maintenance aspects of proposed new construction or alterations. Keep precise records of the unit's contracts.
- Coordinate work with other craft groups and to organize several jobs simultaneously.

Additional Information
In addition, the successful candidate must be able to pass a Criminal History Records check to obtain and/or maintain Security Identification Display Area (SIDA) access. SIDA access and airfield driving (DR2) and escort privileges (EV) also require SIDA training and successful completion of a SIDA test.
Must be able to respond to declared emergencies, including snow conditions and work on an overtime basis as a regular function of the job.
Minimum Qualifications
- Must be able to qualify for the Entry-Level Assessment (ESA).
- Must have three (3) years maintenance work experience at or above the semi-skilled level such as General Maintainer, Trades Helper or equivalent.
- Must possess a valid driver's license.
Desired Qualifications
• Strong knowledge of airport terminal, landside, and aeronautical operations.
• Knowledge of the facilities snow removal plan.
• Knowledge of current State of the Art practices related to concrete and asphalt pavement in an airport and highway environment.
• Knowledge of paving methods, tools, and equipment necessary to maintain the airport in compliance with FAR 139 requirements.
• Excellent written, oral, and interpersonal skills, including the ability to interact effectively with various levels of Port Authority staff and Federal Agencies, as well as external contractors, tenants, and customers
• Experience in scheduling maintenance work activities and monitoring and preparing inventory of materials.
• Demonstrated ability to supervise work of subordinates and train new employees
• Knowledge of Airport Security Program and ability to enforce security standards.
• Thorough knowledge of the Audit Process thus assuring facility compliance with established audit policies and procedures.
• Knowledge of Port Authority Code of Ethics as they relate to PA staff and Contractors and Contractors Staff.
• Comprehensive knowledge and experience in the Bid Document process in regards to requirements contracts. As a contract administrator, must understand the provisions of the purchase document, have the ability to communicate contract obligations to all parties involved, and maintain control over the contract performance. Shall act as liaison with/or oversee the performance of service vendors
• Knowledge of PC programs and applications, including Maximo, Microsoft Outlook, Word, Power Point, and Excel
• Possess a thorough knowledge of all union agreements that pertain to unionized staff under their charge, to the extent necessary to resolve grievances and maintain labor harmony (Knowledge of the FM, IUOE, BTU and TWU Contract MOA's).
