About the Role
Reporting to the Manager, Policy Development & Oversight, the Human Resources Policy Administrator is directly responsible for managing numerous HR programs critical to employee health, family wellness, and professional development. The successful candidate will manage the processing of requests from employees across the agency for family-focused leave programs, including Family & Medical Leave (FMLA) and Reasonable Accommodations in accordance with the Americans with Disabilities Act (ADA), Tuition Assistance, permission for Outside Employment, Military Leave, and several other programs essential to the employee experience. The HR Policy Administrator will also support the division, through both day-to-day assignments and long-term projects, in its efforts to enhance the way Human Resources communicates policies and programs to employees, managers, and executives..

Responsibilities
- Managing the intake of program applications and other sensitive documentation; reviewing the information for accuracy and compliance with agency policy, applicable laws, and union provisions; engaging the requestor(s) directly if necessary to solicit information to complete the request or escalating as necessary; and ultimately ensuring the successful closeout of the request.
- Ensuring that all requests are accurately and consistently cataloged in the administrative tracking system for auditing, analysis, and case management.
- Ensuring that employees and their managers are properly submitting requests for HR programs.
- Providing customer service to staff at all levels of the agency on HR policies and procedures.
- Raising policy, ethics, absence, and other issues to the proper subject matter experts, primarily to the Manager, Policy Development & Oversight - and joining on meetings/assignments as needed to both share and gain insights.Supporting special projects as assigned by the Manager, Policy Development & Oversight, including efforts towards improving processes that enhance the employee experience.
Minimum Qualifications
- Must have at least 2-3 years of experience in office administration/management, preferably with hands-on experience in HR-related programs and policies.
- Must be proficient in Office 365 applications (OneDrive and SharePoint); Microsoft Word, Excel, PowerPoint; Outlook; and Microsoft Teams.
- Must have strong written and verbal communication skills, with ability to effectively self-edit/proofread and communicate quickly and clearly through email, phone, instant message, and verbally.
Desired Qualifications
- Strong experience in customer service or another client-facing position
- Strong analytical and problem-solving skills
- Excellent ability to analyze written text and to integrate it with other areas of HR/Policy knowledge
- Strong ability to understand and apply nuanced policy guidelines, while adhering to federal and Port Authority compliance
- Familiarity with Family and Medical Leave (FMLA) and coordination with concurrent paid and unpaid time off programs such as paid family or maternity leave.
- Familiarity with reasonable accommodation process in accordance with the American with Disabilities Act.
- Experience in following standard operating procedures including those with nuanced workflows based on scenario and union/non-union differences.
- Familiarity with Human Resources concepts and functions.
- Experience with Salesforce, PeopleSoft, or similar applications.
