About the Role
An Associate Engineer in the Construction Management Division (CMD) of the Engineering
Department is a Field Inspector in which the primary function is to perform Construction
Inspection services to ensure the installations of all construction elements are in compliance
with the contract documents associated with all assigned portions of ongoing construction
projects. This position will be located at the New York and New Jersey Marine Terminals
Resident Engineer's Office headquartered in Elizabeth, NJ but can be relocated to any other PA
Facility within the Port District depending on CMD workload demands.
Responsibilities
Reporting to the Senior Engineer of Construction and under the direct supervision of the Assistant Resident Engineer, the Field Inspector is responsible for the following:

- Ability to quickly learn and stay current on all aspects of the Contract documents for which work is being inspected against.
- Ensure work is being performed in accordance with those contract documents.
- Recognize encountered items in the field that are extra to the Contract and alert supervisor of those discoveries and when requested, assist supervisor in the development of the associated scope, justification and estimate.
- Comment on and approve quantities of work in place items for payment applications
- Organized Record keeping in the form of daily narratives, daily labor reports for any work tracked on a time and material basis, and relative controlled inspection reports - and timely submission of those reports to supervisor.
- Attend project progress meetings and upon request, assist supervisor in constructability reviews.
- Flag all potential issues in terms of schedule, cost and safety to supervisor.
Minimum Qualifications
- Must possess a Bachelor's Degree in Engineering or Architecture from an accredited college or university
- Four (4) or more years functioning as in some capacity of related experience
- Must have a valid driver's license
- Applicants must meet all performance and attendance standards and have completed all probationary periods at time of appointment.
Desired Qualifications
- Demonstrated specific knowledge of PA Construction Management Division (CMD) strategies, processes and procedures and project delivery types.
- Excellent oral and written communication and presentation skills.
- Strong problem solving and decision-making skills.
- Demonstrated knowledge in monitoring actual budget expenditures and schedules against forecasts.
- Licensed Professional Engineer or Architect in New York and/or New Jersey and/or Certified Construction Manager certification (CCM).
- Demonstrated knowledge of WINTRAK;
