Job Description

The Massachusetts Department of Public Health's (MDPH) Bureau of Substance Addiction (BSAS) is seeking dynamic applicants to fill the role of Youth and Young Adult Intervention Specialist. The Youth and Young Adult Intervention Specialist oversees and monitors BSAS-funded projects to address early intervention and treatment of adolescent substance use, including school and community-based programs, workforce development trainings, and special initiatives across the Commonwealth. In addition, as many projects are aligned with an evidence-based model, the Youth and Young Adult Intervention Specialist makes certain that vendors/providers are maintaining fidelity to the individual program model(s) as prescribed. The role also oversees program data reporting and outcome monitoring to interpret data received from the individual programs to demonstrate program effectiveness over time.

The Youth and Young Adult Intervention Specialist is responsible for overseeing and monitoring a portfolio of community-based intervention and treatment programming and other special population-specific initiatives, related to early intervention and adolescent substance use/misuse. To demonstrate program effectiveness over time, the incumbent provides tailored technical assistance and guidance to contracted providers on the BSAS data collection process. The Youth and Young Adult Intervention Specialist visits funded programs across the Commonwealth and coordinates technical assistance, workforce development opportunities, and evaluation of services as needed.

This position is a full-time position of 37.5 hours per week over the next one to two years. The Youth and Young Adult Intervention Specialist will primarily be responsible for the following job duties and responsibilities:

Duties and Responsibilities (these duties are a general summary and are not all-inclusive):

  • Oversee and monitor OYYAS intervention and outpatient treatment programming activities.
  • Provide administrative and programmatic support to OYYAS and attend intra- and inter-agency planning meetings and workgroups on behalf of BSAS/OYYAS.
  • Coordinate contract management responsibilities including site visits, monitoring of budgeting and spending, compliance with contract requirements and performance standards, and achievement of service goals and objectives for the OYYAS continuum of care, as assigned.
  • Assist contracted programs in integrating BSAS racial equity and health equity practices into their work processes, services, and relationships in the school/community.
  • Identify and organize workforce development trainings for external vendors specific to youth and young adult early intervention and parent/family intervention and support.
  • Maintain a working knowledge of current and effective evidence-based programs as they relate to youth, young adults, and/or family intervention.
  • Safeguard the efficacy of each evidence-based practice/model, monitoring adherence and fidelity to the intended and prescribed program design.
  • Ensure that contracted vendors submit all data and reports in an accurate and timely manner.
  • Conduct analysis and review of data for targeted programs as it relates to adolescent prevention, intervention, treatment, and recovery.
  • Collaborate with the BSAS/Office of Statistics and Evaluation (OSE) to ensure the timely, accurate, and relevant collection and reporting of data.
  • Maintain and periodically update any relevant directories specific to providers and their services including applicable information on the Massachusetts Helpline and other Bureau supported resources.

Qualifications

  • Enhanced knowledge of substance addiction treatment services in Massachusetts and understanding of the policies and funding mechanisms of Massachusetts' substance addiction programming.
  • In-depth knowledge of State and Federal contracts, regulations, and laws governing Substance Addiction Services and their fiscal management.
  • Understanding of Electronic Invoice Management/Electronic Service Management information system.

Contract Period of Service: 10/1/24 - 8/31/25

Additional Contract Information:

  • Benefits are unavailable with the exception of sick leave accruals.
  • Contracts are renewable, subject to the Department approval, performance, and allocation of funds.
  • All employees will be paid on a biweekly basis and must have direct deposit.
