Job Description

The Supplier Diversity Office (SDO) is an agency within the Executive Office for Administration and Finance of the Commonwealth of Massachusetts with a mission of serving diverse and small businesses and agencies of the Commonwealth. The mission of the SDO is to serve minority, women, veteran, service-disabled veteran, disability, LGBT-owned, and small businesses in the Commonwealth of Massachusetts, including the responsibility to certify eligible businesses. The SDO is seeking a dynamic, results-driven individual to join the Programs & Engagement team, focusing on Veteran Business Enterprises (VBEs), Service-Disabled Veteran-Owned Business Enterprises (SDVOBEs), and projects covered by SDO's Municipal Construction Affirmative Marketing Program (MCAMP).

Position Summary:
The Veteran Business Outreach & Construction Program Coordinator will be responsible for coordinating outreach, engagement, and support initiatives targeting VBEs and SDVOBEs, while also managing relationships with construction project stakeholders to ensure diverse supplier participation in state-funded construction projects. The Coordinator will develop strategies to recruit, certify, and match these businesses with procurement opportunities while ensuring compliance with supplier diversity goals across both the goods and services procurement and construction sectors.

Veteran Business Outreach:

    • Develop, implement, and manage outreach efforts to grow participation of VBEs and SDVOBEs in supplier diversity certification programs and Commonwealth contracting (both goods and services and construction).
    • Provide guidance to internal and external stakeholders on VBE and SDVOBE engagement, business directories, certification processes, and business development resources.

Construction Program Coordination:

    • Build and maintain relationships with key agencies, including the Massachusetts School Building Authority and others, to identify state-supported projects and ensure supplier diversity goals are met.
    • Assist SDO's Construction Program Coordinator with setting project-specific diversity goals for state-supported municipal building projects and process requests for waivers as requested by awarding authorities.
    • Assist with the timely and accurate collection of reporting for projects covered by SDO's Municipal Construction Affirmative Marketing Program.
    • Assist in the development and implementation of new policies and procedures for construction-related supplier diversity programs.
    • Promote supplier diversity initiatives to construction businesses, including matchmaking, training, and networking events.
    • Participate in relevant construction procurement discussions, provide guidance on the MCAMP, and monitor program compliance.
    • Assist with data analysis, report generation, and continuous process improvements to enhance supplier diversity outcomes.

Key Responsibilities:

    • Attend virtual and in-person events to represent SDO and promote diverse business certifications and procurement opportunities, including delivering presentations.
    • Support cross-functional teams to develop content, resources, and initiatives aimed at increasing the participation of diverse vendors in the Commonwealth's supplier diversity programs.
    • Assist with the development of formal letters, correspondence, and recommendations related to supplier diversity efforts.
    • Assist with research, analysis, and reporting for the Director of Programs & Engagement on outreach progress and program effectiveness.
    • Coordinate with the Division of Capital Asset Management and Maintenance as needed to support the success of the MCAMP program.

Preferred Qualifications:

    • Passion for diversity, equity, and inclusion with a customer-focused mindset.
    • Experience supporting veterans and/or working with veteran-owned businesses.
    • Comfort with public speaking, both virtually and in-person.
    • Strong background in construction project development, including experience with estimating and supplier diversity tracking and reporting.
    • Familiarity with public procurement processes at state and local levels, including Massachusetts General Laws (MGL) related to construction.
    • Understanding of design-phase projects, associated disciplines and specialties.
    • Understanding of all construction trades and the Construction Specification Institute's classification of trades.
    • Understanding of and ability to work with union and non-union construction projects.
    • Excellent communication skills, with the ability to engage with diverse audiences both verbally and in writing.
    • Organizational skills and the ability to handle multiple priorities.
    • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, SharePoint) and Zoom; ability to learn new software and IT systems.
    • Ability to work independently and manage sensitive information with discretion.
    • Reliable transportation and flexibility to travel across Massachusetts as needed (less than 25% of the time).


Qualifications

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the-required experience.

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for the required experience.


III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.

Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
