About the Organization:
The Division of Standards (DOS), an Agency within the Office of Consumer Affairs and Business Regulation (OCABR), is responsible for enforcing the accuracy requirements and other standards relating to commercial weighing and measuring devices and their use in the sale of food, fuels and other products. It regulates the sale of gasoline and sets standards for lubricating oils and antifreeze, including the inspection of all fuel dispensing equipment. It determines the standards for accuracy of clinical glass thermometers, tests and approves coin operated devices, licenses auctioneers, promoters, transient vendors, peddlers, motor fuel and oil retailers and registers auto damage repair shops. The Division also enforces the item pricing law and the unit pricing regulations, issues waivers to retail food and grocery stores and enforces the scanner accuracy requirements in all retail stores. The Division is also responsible for enforcing licensing requirements for over ten thousand licensees.

About the Role:
The Compliance Officer III/Training, Education, & Municipal Supervisor ("Supervisor") is responsible for leading and supervising the training and education of Massachusetts Weights and Measures Officials, including both Division of Standards compliance officers ("Compliance Officers") and municipal sealers (together, "Sealers"). The Supervisor, working under the supervision of the Commissioner and the Deputy Commissioner/General Counsel, is responsible for developing and implementing training programs consistent with industry best practices, developing testing methods and instruments used to certify Sealers both for qualification and for additional disciplines, supporting the efforts of the DOS Standing Advisory Committee to establish certification standards, and providing general oversight over the performance of Sealers for conformance with certification standards, best practices, and applicable laws and regulations, including the National Institute of Standards and Technology's ("NIST") Handbook 44, 130, and 133.
Additionally, the Supervisor, under the supervision of the Commissioner and the Deputy Commissioner/General Counsel, provides on-the-job training for Sealers that are seeking certification, administers practical and written examinations, and makes recommendations to Division leadership for the improvement of training and continuing education programs. The Supervisor may be called on to participate in national "train the trainer" programs offered by the NIST Office of Weights and Measures in order to further develop training and education opportunities for Massachusetts Sealers.
The Supervisor may be required to perform supervisory field duties and inspections based on operational need.
Duties and Responsibilities:(these duties are a general summary and not all inclusive):
- Responsible for leading and supervising the training and education of Sealers. Develop and implement weights and measures training programs consistent with industry best practices and established national standards.
- Develop standard operating procedures (SOPs), job aids, and other reference materials used in the performance of weights and measures inspections and investigations.
- Develop testing instruments used to certify sealers of weights and measures both for qualification and for additional disciplines including, but not limited to the duties and responsibilities of Massachusetts weights and measures official, unit pricing, item pricing, price verification, package and label checking, taximeters, vehicle tank meters (VTMs), liquid propane delivery systems, electric vehicle supply equipment (EVSE), scales with capacity greater than 100 pounds, and compliance with the Motor Fuels Sales Act.
- Support the efforts of the DOS Standing Advisory Committee to establish certification standards and promulgate regulations under the Merchant and Consumer Protection Act.
- Provide general oversight over the performance of Sealers for conformance with certification standards, best practices, and applicable laws and regulations, including the NIST Handbook 44, 130, and 133; reports any issues to the Commissioner and Deputy Commissioner/General Counsel.
- Provide on-the-job training for Sealers that are seeking certification.
- Administer practical and written examinations and make recommendations to Division leadership for the improvement of training and continuing education programs.
- Perform related duties such as maintaining electronic and physical records, preparing correspondence, conducting data entry into Agency databases, and attending meetings or professional trainings, as requested by the Commissioner or Deputy Commissioner/General Counsel.
- Assist Division personnel and other interested parties with technical assistance and advice concerning assigned programs in order to exchange information, resolve problems and ensure compliance with established policies, procedures and standards.
- Respond to inquiries from Agency staff and others in order to provide information concerning assigned agency programs.
- Review data and team performance to develop and implement standards to be used in program monitoring and/or evaluation.
Preferred Knowledge, Skills, and Abilities:
- Minimum of three years' experience as a certified weights and measures official.
- Experience in the practice, investigation, and/or enforcement of Massachusetts weights and measures laws.
- Certification as a Massachusetts Weights and Measures Official. Demonstrated experience in the training, evaluation, and/or mentoring of weights and measures professionals.
- Ability to develop learning and training materials for use by diverse audiences and constituencies.
- Advanced knowledge of NIST Handbooks 44, 130, and 133.
- Excellent written communication skills.
- Ability to travel and work throughout the Commonwealth.
- Ability to exercise sound judgment.
- Ability to be professional and communicate effectively with others.
- Ability to handle highly sensitive and confidential information with discretion.
- Demonstrated ability to work independently and meet deadlines.
- Ability to perform other duties or responsibilities, outside of assigned day-to-day responsibilities, based on the operational needs of the Agency.
- Ability to adapt to new technologies: Software and Hardware (training provided).
Licensee and/or Certification Requirements:
- Certification as a Massachusetts sealer of weights and measures.
- Must possess an active Massachusetts or reciprocal State driver's license in good standing, and access to an automobile.
- Must provide Driving Record.
- Candidate should also have a familiarity with administrative law and procedure, as well as a thorough knowledge and understanding of investigative and inspection procedures.

SALARY PLACEMENT IS DETERMINED BY YEARS OF EXPERIENCE AND EDUCATION DIRECTLY RELATED TO THE POSITION AND THE HUMAN RESOURCES DIVISION'S RECRUITING GUIDELINES. IN THE CASE OF A PROMOTIONAL OPPORTUNITY, THE SALARY PROVISIONS OF THE APPLICABLE COLLECTIVE BARGAINING AGREEMENT WILL APPLY TO (OR WILL BE UTILIZED FOR) PLACEMENT WITHIN THE SALARY RANGE.

Minimum Entrance Requirements: Applicants must have at least (A) four years of full-time, or equivalent part-time, experience in investigatory, law enforcement or regulatory administration work, or (B) and equivalent combination of the required experience and the substitutions below.
Substitutions:
A Bachelor's or higher degree may be substituted for a maximum of the two years of the required experience.
Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
