Job Description

The Massachusetts Department of Public Health (DPH) is seeking an experienced professional to become a Commissioned Officer for the federal Food and Drug Administration. Failure to meet requirements to become a Commissioned Officer or to maintain commissioned status will result in termination from position. In this position, the candidate will work closely with youth age 16-20 to conduct surveillance and enforcement inspections for the FDA Tobacco Enforcement program in the North Shore/Merrimack Valley area of Massachusetts. This position will be out of our Tewksbury regional office.

The Massachusetts Tobacco Cessation Prevention Program (MTCP) works to prevent the initiation of tobacco use by youth, help smokers to quit, protect all Massachusetts residents from exposure to secondhand smoke and identify and eliminate commercial tobacco-related inequities.

Please note:This position spends approximately 80% of the time out of the office. Depending on minor availability, scheduling could require working evening and weekends.


Duties and Responsibilities (these duties are a general summary and not all inclusive):


  • Conducts inspections for surveillance and compliance of FDA Tobacco Product regulations including compliance checks with minors.
  • Obtains evidence and establishes facts concerning non-compliance with laws, rules, and regulations regarding youth access to tobacco and other related FDA Tobacco Product regulations.
  • Maintains adequate data and documentation for enforcement of FDA regulations.
  • Submits necessary data and documents for enforcement of FDA regulations.
  • Trains, schedules, and supervises minors to assist in compliance checks.
  • Complies with quality control procedures to ensure information is accurate and complete.
  • Performs related duties such as maintaining records, attending meetings, and preparing correspondence including emails and letters.

SALARY/FEE: 40-42 per hr

Qualifications:

  • Ability to accurately record information gathered by questioning or observing.
  • Proficient in utilizing investigative techniques to obtain information.
  • Capacity to analyze and determine the applicability of data, to draw conclusions and make appropriate recommendations.
  • Skilled in the preparation of general reports.
  • Strong team player; able to work effectively within a team and more broadly with people from a variety of backgrounds and areas across the organization.
  • Possess a valid Massachusetts Motor Vehicle Operator's License
  • Knowledge of inspection techniques appropriate to retail store environment.
  • Knowledge of federal and state tobacco sales laws and regulations.
  • Experience working with local boards of health.
  • Ability to use electronic data collection device in the field.
  • Capacity to train and work effectively with young people age 16-20.
  • Competence to deal tactfully with others including business owners, the general public and local officials.
  • Ability to transport self to required inspections, trainings, and meetings.
  • Excellent Microsoft Office application skills including Word, Excel, Outlook, PowerPoint, and Teams.

Period of Service: 10/1/2024-9/31/2025

Additional Information:

  • Benefits are unavailable with the exception of sick leave accruals.
  • Merit and C.O.L.A. increases may be included.
  • Contracts are renewable, subject to the Department approval, performance, and allocation of funds.
  • All employees will be paid on a biweekly basis and must have direct deposit.
