About the OCA

The Office of the Child Advocate (OCA) is an independent executive branch agency with oversight and ombudsperson responsibilities, established by the Massachusetts Legislature in 2008. The OCA's mission is to ensure that children receive appropriate, timely, and quality state services, with a particular focus on ensuring that the Commonwealth's most vulnerable and at-risk children can thrive. Through collaboration with public and private stakeholders, the OCA identifies gaps in state services and recommends improvements in policy, practice, regulation and/or law. The OCA also serves as a resource for families who are receiving, or are eligible to receive, services from the Commonwealth.

About the Center on Child Wellbeing and Trauma (CCWT)

The Center on Child Wellbeing and Trauma (CCWT), a division of the Office of the Child Advocate, supports child-serving organizations and systems in Massachusetts in becoming trauma-informed and responsive through trainings, technical assistance, communities of practice, and coaching.

Technical Assistance Specialist II

Under the general direction of the Technical Assistance Manager, the Technical Assistance Specialist II provides curriculum design oversight, and technical assistance and coaching to support organizations through the process of becoming more Trauma Informed and Responsive. This role supports consultation, training, coaching, and implementation support tailored to address the specific gaps in being trauma responsive. The points below are a general summary and not all-inclusive.

  • Create, develop, and conduct training programs for employees and partners using various formats including group discussion, scenarios and role play, videos, and direct instruction
  • Evaluate the efficacy of training materials and make recommendations for improvement
  • Maintain knowledge of latest trends and best practices in adult learning, training, facilitation, and curriculum design
  • Independently conduct research to inform training and curriculum development
  • Provide coaching and training support to Technical Assistance Specialist I
  • Provide coaching and training to providers
  • Develop training, curriculum, technical assistance, and coaching modules for state agencies and providers; create supplementary materials that align with CCWT's mission and vision to support state systems in their transition towards becoming trauma-informed


Qualifications

  • Proven ability to design curriculum for adults
  • Experience working with state agencies and managing and supporting partner organization expectations
  • Experience managing diverse teams
  • Ability to work with and manage the use of external consultants
  • Knowledge of childhood trauma/ACES/positive childhood experiences and resilience
  • Ability to make persuasive presentations to various interdisciplinary audiences
  • Excellent computer skills (Microsoft Office-Word, Excel, PowerPoint) and/or other software
  • Experience in project management
  • Excellent oral and written communication skills
  • Minimum Entry Qualifications
    • A bachelor's degree from an accredited institute of higher education in public policy, human services, or social work ;
      Master's degree preferred
    • Applicants must have at least-
      (A) five ( 5 ) years of full-time or, equivalent part-time, professional, experience in public policy, human services, or social work, of which
      (B) at least two ( 2 ) year s must have been in project management, or
      (C) any equivalent combination of the required experience and substitution below -
      - A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience
