Division Overview:
The Tax Administration Division is responsible for fostering voluntary compliance and narrowing the tax gap by identifying, educating, and auditing noncompliant taxpayers. The Tax Administration Division audits the tax returns of businesses and individuals filed, including sales/use, meals, rooms occupancy and special fuels, are subject to examination by the Tax Administration Division staff.

Duties & Responsibilities:
• Supervises activities of registration enforcement unit employees to help achieve bureau goals.
• Coordinates and monitors field activity of examiners during specific projects, drives and events.
• Coordinates and monitors desk activity of examiners working queues, customs and boats.
• Reviews case work by employees and prepares reports analyzing unit activity.
• Responds to inquiries from taxpayers, tax professionals and DOR personnel by reviewing records, researching issues and applying laws, rules, regulations and policies in order to provide quality customer service.
• Prepares reports analyzing unit activity relative to projects and performance.
• Monitors administrative functions of the unit to ensure proper procedures are being followed.
• Reviews the performance of employees according to the Employee Performance Review System (EPRS).
• Understands and conforms with documented administrative and tax policies and procedures and ensures that employees also understand and conform with them.
• Determines the need for disciplinary action when appropriate and follows the proper DOR Progressive Disciplinary Procedures.
• Prepares administrative, statistical and employee evaluation reports for individuals assigned to the unit.
• Conducts or authorizes verification of tax status, registration, filing and compliance through information research by computer, drop tape, tax return examination, taxpayer conferences and site visits.
• Conducts or authorizes independent field verification of taxpayer's financial condition or compliance through record checks at the Registry of Deeds, City/Town Clerk and Assessors Office, Secretary of States Office, Alcoholic Beverage Control Commission, and Registry of Motor Vehicles.
• Reviews documentation submitted by taxpayer, or responsible person, for accuracy and completeness and obtains missing information.
• Monitors examiner enforcement activities on cases documented as delinquent and not in compliance.
• Maintains liaison with other department units that are involved in filing and enforcement activity.
• Supervises and evaluates examiners use of applicable procedures, data processing, software and computer skills on assignments.
• Resolves complex tax and procedural questions proposed by examiners.
• Directs and administers professionals within bureau with regards to MGL Tax Laws with minimal or no supervision during non-office hours such as evenings and weekends, at various locations for enforcement purposes.
• Completes fair, honest, timely and comprehensive EPRS Forms.
• Maintains confidentiality within the organizational structure.
• Monitors examiner behavior in the field and at taxpayers location as deemed necessary to ensure appropriate comportment and behavior; and to verify that procedures and proper guidance is being furnished to the public.
Qualifications
First consideration will be given to those applicants that apply within the first 14 days.
MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) six years of full-time, or equivalent part-time, professional experience in accounting, auditing or tax examining work, of which (B) at least two years must have been in a supervisory, administrative or managerial capacity, or (C) any equivalent combination of the required experience and the substations below.
Substitutions:
I. A Bachelor's degree with a major in business administration or business management may be substituted for a maximum of two years of the required (A) experience.
II. A Graduates degree with a major in accounting, business administration or business management may be substituted for a maximum of three years or the required (A) experience.
*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
NOTE: Educational substitutions will be permitted for a maximum of three years of the required experience. No substitutions will be permitted for the required (B) experience.
SPECIAL REQUIREMENTS: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operators License may be required.
