About the Organization:

The Division of Insurance ("DOI"), an Agency within the Office of Consumer Affairs and Business Regulation, administers the Commonwealth's insurance consumer protection laws through its regulation of the insurance industry. The primary mission of the Division is to monitor the solvency of its licensees in order to promote a healthy, responsive and willing marketplace for consumers who purchase insurance products. The Division also investigates and responds to consumer inquiries and complaints, enforces state insurance laws and regulations, and provides the public with accurate and unbiased insurance information. An important aspect of the Division's work is ensuring that the individuals and business entities conducting the business of insurance in Massachusetts do so in a legal and timely manner.

About the Role:

The Senior Public Policy Advisor to the Commissioner reports directly to the Commissioner of Insurance and is responsible for working on public policy matters within the Division.

The candidate in this role will be responsible for understanding and developing substantive policy recommendations in a wide range of insurance public policy areas, including matters concerning the Division's duties as the regulator of insurance markets in Massachusetts.

The Senior Public Policy Advisor to the Commissioner will work closely with the Commissioner, the First Deputy Commissioner, the Deputy Commissioner and General Counsel, and other relevant senior staff members, to carry out these responsibilities.

Duties and Responsibilities: (these duties are a general summary and not all inclusive):

  • Act as primary public policy advisor to the Commissioner of Insurance across a wide spectrum of insurance public policy topics affecting the Massachusetts Division of Insurance. Make recommendations to the Commissioner as needed on the development of state, regional and national policy, and advises on areas of critical need based on ongoing review of emerging market conditions and the interests of the insurance buying public.
  • Work with the Commissioner of Insurance and the DOI's senior staff team, the Undersecretary of Consumer Affairs, the Executive Office of Economic Development, and other government stakeholders, insurance market representatives, and public policy experts, in Massachusetts and across the country, to identify and review emerging policy issues and, as appropriate, propose insurance policy initiatives to address needed areas of response.
  • Work with professional organizations that have policy expertise including, but not limited to, the National Association of Insurance Commissioners (NAIC), state and local public policy organizations in insurance and health care, to achieve consistency, fairness and uniformity of treatment in these areas while addressing needed areas of response.

Preferred Knowledge, Skills, and Abilities:

  • Ability to motivate staff and to deal with people at high levels of authority outside the agency, maintaining effective relationships despite conflict situations.
  • Knowledge of the principles and practices of management, including planning, organizing, directing, motivating, controlling and decision-making.
  • Knowledge of the principles and practices of financial management.
  • Knowledge of the principles of organizational behavior.
  • Knowledge of public speaking techniques.
  • Ability to plan, organize and control the use of manpower, equipment and budgetary resources to achieve department goals and objectives.
  • Ability to write concisely to express thoughts clearly and to develop ideas in logical sequence.
  • Ability to effectively handle personnel conflicts.
  • Ability to delegate effectively.
  • Ability to anticipate and analyze difficult situations and take corrective action to prevent problems from occurring.
  • Ability to adjust to changing situations to meet emergencies or altered program or production requirements.
  • Ability to accomplish work objectives where few precedents or guidelines are available.
  • The ideal candidate for this position will possess comprehensive knowledge of insurance law and regulations, and training in law or business, with experience in a senior level administrative position in an organization.
  • Experience in dealing with high-level government officials is preferred.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
