Job Description

The Executive Office of Housing and Livable Communities (EOHLC) is seeking a Senior Policy Manager in the Secretary's office.

AGENCY MISSION:

The Executive Office of Housing and Livable Communities (EOHLC) is charged with creating more homes in Massachusetts and lowering housing costs for residents.

Formerly known as the Department of Housing and Community Development (DHCD), EOHLC works with municipalities, local housing authorities, non-profit organizations, and development partners to provide affordable housing options, financial assistance, and other support to Massachusetts communities.

OVERVIEW OF ROLE (NOT ALL INCLUSIVE):

The Senior Policy Manager in the Secretary's office will conduct policy and programmatic analysis and make recommendations on these matters to Director of Policy Implementation, Deputy Chief of Staff for Policy, and Senior Advisor. Provide support in leading the coordination for the management of commissions and councils under EOHLC including but not limited to material development, engagement with commission members, final product development, and drafting and oversight of external assistance (as needed).Provide information, advice, and support on policy matters to Executive Office of Housing and Livable Communities (EOHLC) senior management. Track major housing and community development issues and initiatives. Support the Secretariat in and/or participate in inter-agency and intra-agency working groups, planning and producing conferences and other public meetings and events.

The Senior Policy Manager will help implement the Commonwealth of Massachusetts' new Seasonal Communities law and educate stakeholders on the requirements of the law. Provide support to an Advisory Council. Coordinate activities including technical assistance and training to municipal officials, the development community, and other constituents on housing, community and economic development, and land use planning. Deliver program information to affected municipalities and other stakeholders such as regional planning agencies and legislators.

DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE):

1. Implementation & Management of the Seasonal Communities Law:

• Lead efforts related to the implementation of the Seasonal Communities provisions of the Affordable Homes Act.

• Lead working group of internal stakeholders and convene external stakeholders to gather feedback to implement the Seasonal Communities law.

• Provide technical assistance to municipalities, regional partners, individuals, developers, and other interested parties to understand the implementation and other components of the Seasonal Communities law.

• Coordinate and track technical assistance and training to municipal officials, the development community and other constituents on the Seasonal Communities law, and generally on changes to MGL c40A that apply to Seasonal Communities. Prepare materials and provide these trainings as needed.

2. Policy:

• Conduct policy and programmatic analysis and make recommendations on these matters to Director of Policy Implementation, Deputy Chief of Staff for Policy, and Senior Advisor.

• Coordination for the management of commissions and councils under EOHLC including, but not limited to, material development, engagement with commission members, final product development, and drafting and oversight of external assistance (as needed).

• Provide information, advice, and support on policy matters to Executive Office of Housing and Livable Communities (EOHLC) senior management.

• Track major housing and community development issues and initiatives.

• Support the Secretariat in and/or participate in inter-agency and intra-agency working groups, planning and producing conferences and other public meetings and events.

PREFERRED QUALIFICATIONS:

1. Knowledge of public administration and policy development.

2. Familiarity with housing, community development, anti-poverty, and social service programs.

3. Excellent verbal and written communication skills.

4. Ability to interact effectively with personnel at all levels of the organization, business leaders, legislators, and other officials.

5. Ability to work independently, set and meet goals, with supervision from EOHLC's policy team.

6. Knowledge of the principles and practices of one or more of the following: community planning, housing development, infrastructure, program management, with experience working in a community-based setting.

7. Strong analytical skills and ability to collect, analyze, visualize, and interpret data to inform program planning and evaluation and make appropriate recommendations.

8. Demonstrated experience with Microsoft Office applications including Excel, Word, Outlook, PowerPoint, OneDrive, and Teams.

9. Capability to develop and support effective strategies to ensure a culture of equity, diversity, and inclusion.

This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days, as needed.

Salary placement is determined by years of experience and education directly related to the position and the Human Resources Division's Recruiting Guidelines. In the case of a promotional opportunity, the salary provisions of the applicable collective bargaining agreement will apply to placement within the appropriate salary range.

Education, licensure and certifications will be verified in accordance with the Human Resources Division's Hiring Guidelines. Education and license/certification information provided by the selected candidate(s) is subject to the Massachusetts Public Records Law and may be published on the Commonwealth's website.

Qualifications

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) four (4) years of full-time or, equivalent part-time, professional, professional internship, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management or (B) any equivalent combination of the required experience and substitutions below.

Substitutions:

I. A certificate in a relevant or related field may be substituted for one (1) year of the required experience.

II. An Associate's degree in a related field may be substituted for one (1) year of the required experience.

III. A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.

IV. A Graduate degree in a related field may be substituted for three (3) years of the required experience.

V. A Doctorate degree in a related field may be substituted for the required experience.
