About the Office of the Inspector General (OIG or Office)
Since its creation as the nation's first state-level inspector general's office, the Massachusetts OIG has been at the forefront of promoting effective government and the responsible use of public money and property. The OIG is an independent agency charged with preventing and detecting fraud, waste and abuse in the use of public funds and public property. By statute, the Inspector General (IG) has broad authority to oversee the use of state, local and federal funds by state and local governments, as well as by those who receive government funds or use public property. This includes state agencies, counties, cities, towns, quasi-governmental authorities and districts, as well as individuals, corporations and not-for-profit organizations that do business with the government.

The Office is led by the Inspector General of the Commonwealth, who is appointed by the Governor, Attorney General and Auditor "...solely on the basis of integrity and demonstrated ability in accounting, auditing, financial analysis, law, management analysis, public administration, investigation or criminal justice administration." M.G.L. c. 12A § 2.
The OIG is organized into three bureaus: Specialty & General Government, Legal & Compliance, and Operations, Training & Publications. Each bureau contains divisions that focus on specific agencies, issues or functions. Together the bureaus work to prevent and detect waste, fraud and abuse of public resources in the Commonwealth. Specialty and General Government Bureau
The Specialty and General Government Bureau is managed by the Deputy Inspector General. This bureau safeguards public assets through oversight of specific agencies (both statutory and OIG-created divisions), special government funding (like pandemic relief), public procurement, and state and local government.
Internal Special Audit Unit
The Internal Special Audit Unit (ISAU) monitors the quality, efficiency and integrity of the Massachusetts Department of Transportation (MassDOT) operating and capital programs. The ISAU's oversight encompasses all MassDOT's divisions: the Highway Division, the Registry of Motor Vehicles, Rail and Transit, the Aeronautics Division, and the MBTA. By statute, the ISAU is mandated to examine and assess MassDOT's governance, risk-management practices and internal processes to ensure they are adequate and effective. As part of its mission, the ISAU conducts investigations and reviews to prevent and detect fraud, waste and abuse of transportation and transit dollars. To help protect transportation funds, the division collaborates with MassDOT and the MBTA to identify ways to lower costs, recover funds, and stop wasteful spending.
The ISAU also works to prevent and detect fraud, waste and abuse in the expenditure of public funds on transportation related programs and projects by regional transit authorities and cities and towns. The ISAU operates two confidential hotlines - one for the public and one for MassDOT and MBTA employees to report suspected fraud, waste and abuse in public transportation spending.
Senior Investigator: Position Overview
The Senior Investigator will manage complex reviews and investigations as assigned and is responsible for developing case plans and assigning team duties and responsibilities on larger reviews and investigations. This position will mentor and supervise the case teams, including lead investigators, investigators and analysts. The Senior Investigator will also review case teams' workpapers and analyses and provide constructive feedback.
The Senior Investigator will develop all aspects of review and investigative casework, including but not limited to, evaluating complaints; creating investigative plans; conducting field investigations, interviews and covert surveillance; compiling, reviewing and analyzing data and evidence relevant to reviews and investigations; and drafting case progress reports, case closing reports, administrative document requests and summonses. Often, the Senior Investigator works on multiple cases concurrently. The Senior Investigator also will provide administrative, grand jury and courtroom testimony when required. The Senior Investigator will also develop recommendations for procedures and internal controls, and will lead the drafting of investigative reports, public advisories and letters that report on the ISAU's work.
Responsibilities include but are not limited to:
- Act as the principal investigator on complex reviews and investigations of all types of fraud, waste and abuse of public transportation and transit funds.
- Manage the day-to-day operations of planning and executing multiple cases concurrently.
- Guide, train, and assist team members with analyses and drawing conclusions using multiple forms of evidence.
- Review contracts, invoices, financial data, and associated financial documents to determine contractual compliance.
- Develop case review plans, appropriate investigative methodologies, and the activity of staff as they conduct casework and research.
- Lead and manage interviews independently, ranging from front-line employees to senior-level officials.
- Oversee, as well as complete, analyses related to investigations and reviews.
- Mentor and supervise the case teams, including lead investigators, investigators, and analysts.
- Draft and finalize written reports of investigative findings and recommendations.
- Review complaints and referrals, including assisting with the day-to-day operations of the ISAU's fraud hotline.
- Investigate and document complaints (including hotline calls).
- Testify at administrative hearings, in grand jury and court proceedings (both State and Federal courts) in criminal, civil and administrative cases, as needed.
- Collaborate with other OIG Divisions as necessary as part of the investigative process.
- Conduct in-house training for investigators, as well as transportation and transit agency staff.
Qualifications
Key abilities, skills and experience:
- At least 6 years of active experience with investigations, audit, compliance, risk and/or oversight.
- Direct supervisory experience.
- Demonstrated ability to create and implement investigative plans, including documenting the investigative process, drafting memorandums and presenting final reports.
- Presented investigative results and recommendations to subjects or agencies under investigation or review.
- Proactively identify, analyze and address issues within areas of responsibility, using critical thinking.
- Understanding of the general structure of state government, laws, regulations, procurement, internal controls, ethics and conflict of interest.
- Ability to review and understand statutes, regulations, policies and procedures.
- Ability to meet deadlines and comply with detailed requirements and obligations.
- High level of attention to detail, ability to manage competing priorities and problem-solving to produce required deliverables.
- Leadership skills, including building, training, mentoring and motivating a team.
- Demonstrated knowledge of investigative procedures, including interview techniques and research skills.
- Excellent organizational, research, and analytical skills.
- Excellent writing and verbal skills, including the ability to communicate complex information in a clear and concise manner.
- Demonstrated information technology skills and proficiency with Office 365.
Preferred abilities, skills and experience include:
- At least 6 years of related work experience working on criminal or civil investigations, including working with investigative and prosecuting agencies.
- Bachelor's or master's degree in criminal justice, accounting, finance, business administration, public policy or administration, or another related field.
- Familiarity with financial documents and ability to analyze and audit financial records.
- Knowledge of MassDOT and the MBTA, or other transportation-related programs, projects or operations.
- Excellent interview skills.
- Excellent ability to lead meetings on behalf of the OIG with other agencies and senior-level officials.
- Related professional credentials such as CPA, CPE, AIG certification, etc.
- Public Service experience.
Salary Range: $79,000 to $113,000
Other Position Information: Full time/Exempt
Hybrid Work Schedule:
The Office of the Inspector General offers a hybrid work schedule. Under this policy, employees may request one of the following weekly hybrid schedules: 1) four days telework and one day onsite; 2) three days telework and two days onsite; 3) two days telework and three days onsite; or 4) one day telework and four days onsite. The onsite location is at OIG's Boston office and employees may work remotely the remainder of the time at a location approved by their supervisor, so long as they comply with the requirements of the Hybrid Work policy. Employees will be assigned to their onsite workspace based on their approved schedule. The approved telework location must be located within Massachusetts or within an approximately two-hour driving or train commute distance. OIG does not reimburse employees for travel to the office. In addition, the successful candidate may be required to work primarily on site in Boston during the initial training and orientation period and/or for certain positions a primarily on-site role may be necessary.
