Purpose of the Job:

The Senior Debt Manager shall provide support to the Deputy Treasurer for Debt Management in carrying out the essential functions of the Debt Management Department.

Essential Functions and Responsibilities:

  • Participate as active team member in state debt financings, including bond structuring decisions and refunding opportunities, review offering documents, and participation in due diligence meetings.
  • Manage the banking syndicate for each negotiated bond issuance.
  • Lead the procurement process and evaluation of key third party advisors including underwriters and syndicate banks, financial advisors, and legal counsel.
  • Responsible for the development of Investor and Rating Agency presentations and financial updates.
  • Monitor and review the Commonwealth's debt database in DBC Manager software and reconcile to Corporate Universe, Comptroller's DBC database, and the Master Database.
  • Responsible for development of Annual Plan of Finance and assist with the implementation of short-term and long-term financing strategies.
  • Responsible for updates to Commonwealth Information Statement in coordination with disclosure counsel and Executive Office of Administration and Finance.
  • Monitor and maintain the variable rate debt portfolio and develop risk management measures and reporting practices regarding the debt portfolio's interest rate risk, counterparty risk, liquidity risk, etc.
  • Analyze new products or innovative financing idea.
  • Assist in the negotiation of terms and conditions for bond covenants, liquidity facilities, credits lines and agreements with rating agencies, etc.
  • Coordinate Commonwealth Annual Investor Conference including developing agenda, engaging panel participants and speakers, as well as overall event logistics.
  • Provide oversight of website and postings to EMMA.
  • Develop and maintain all debt management policies and procedures ensuring that all areas of responsibilities are included.
  • Provide updates to the Commonwealth's annual financial report for debt related sections.
  • Responsible for monitoring models for Unemployment Trust Fund and College Opportunity bonds.
  • Assist Deputy Treasurer on matters including the budget, Debt Affordability Committee and bond proceeds allocations.

Other Essential Functions and Responsibilities:

  • Supervise a staff of 3 direct reports.

Qualifications

Knowledge and Skills:

  • Experience in managing an organization dealing with complex issues involving several levels of government.
  • Strong understanding of municipal finance.
  • Bachelor's degree preferred.
  • Strong experience with MS Excel, MS Word, MS PowerPoint, and MS Access.
  • Strong written and oral communication skills; the ability to interact effectively with individuals with a range of backgrounds.
  • Must be able to effectively handle multiple projects simultaneously in a deadline driven environment.
  • Must have the ability to work cooperatively and collaboratively with all levels of employees, management, and external groups to maximize performance, creativity, problem-solving and results.
  • Excellent organizational and problem-solving skills.
