Job Description

The Executive Office of Technology Services and Security (EOTSS) is the state's lead office for information technology. We provide enterprise level information technology services including network management and security; computer operations; application hosting; desktop provisioning and management; and modern and responsive digital services to 40,000 internal stakeholders plus the residents, business owners and visitors to the Commonwealth of Massachusetts. Our Mission is to provide technology leadership across the Commonwealth to enhance the quality of public service and foster positive community outcomes.

EOTSS is seeking a motivated, experienced IT professional to join the Enterprise Application Services Team as a Senior Business Analyst. This is an exciting opportunity for an IT professional to join an exceptionally skilled team and contribute to critical statewide initiatives. The successful candidate will possess a strong background in application functional design and testing strategies, as well as possess exceptional communication skills and experience collaborating across organizations with cross functional teams. This candidate will be expected to effectively troubleshoot, prioritize, and resolve issues while ensuring all applications remain operational. This position will support daily activities for several functional areas. The incumbent will perform activities related to the analysis, design, testing, installation, configuration, and support of multiple Enterprise platforms.

Key responsibilities of this role include understanding business owner's needs; translating them into clear specifications; and determining viable solutions. Service excellence, a pro-active and collaborative approach to service delivery, and a strong customer focus are all baseline expectations for the incumbent of this role. The successful candidate will facilitate change management activities between the project team and IT service groups; and participate in all phases of the project life cycle with emphasis on design, configuration, change management and migrations.

The primary work location for this role is 200 Arlington Street Chelsea, Massachusetts 02150. The work schedule for this position is Monday through Friday, 9AM to 5PM EST. This position is expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed. Primary location, shifts, and days in-office are subject to change based on operational needs.

Responsibilities:

• Partner with customers to gain a thorough understanding of business processes and develop requirements.

• Identify customer requirements and document according to organizational standards.

• Perform accessibility testing and ensure that products conform to organizational requirements.

• Perform fit gap analysis and support developing viable solutions.

• Develop use cases, models, and supplementary specifications, using automated tools when applicable.

• Performing detailed and thorough testing and actively participating in walkthroughs of artifacts.

• Clearly and concisely communicate the status of all assigned tasks to management and users according to published workflows.

• Perform all activities in accordance with EOTSS standards.

• Respond to production issues within the established SLAs.

• Maintain the application knowledge base with complete and accurate information.

• Stay abreast of industry trends and best practices on all platforms supported by the team.

Required Qualifications:

• Three (3) years of experience in the field of information technology applications development as a Business Analyst, Project Manager, or other related role.

• Proficient in test scripts, test plans and reporting results for various audiences including but not limited to IT teams, business groups as well as executive management and senior stakeholders.

• Working knowledge of collaboration, content management, data analysis and/or testing tools such as Mobius, SharePoint, JIRA, Confluence, Rational and/or similar platforms.

• Experience using a structured query language, (e.g., SQL) and the ability to perform comparative analysis to illustrate visualizations of trends and/or anomalies.

• Extensive experience developing presentations and training documentation for various audiences.

• Exceptional interviewing and facilitation skills, with the ability to gather detailed and comprehensive requirements.

• Self-starter, motivated, and a team player (e.g., able to work cohesively within a collaborative team environment).

• Strong customer service skills with the ability to establish and maintain working relationships and contribute within a collaborative team.

• Ability to effectively communicate (both verbally and written) and build consensus across various project stakeholders including IT management, business customers, team members, IT development staff, and other IT colleagues and team members.

• Proficient with Section 508 compliance tools such as JAWS, Dragon Speech, and Camtasia.

• Experience with accessibility, mobile, automated testing, and batch scheduling tools.

• Hands-on experience and strong proficiency with the Microsoft Office 365 suite.

Preferred Qualifications:

• Five (5) plus years of experience in the field of information technology applications development as a Business Analyst, Project Manager, or other related roles.

• Three (3) plus years of experience and hands-on knowledge with application development, requirement gathering, test case development, and creating workflows.

• Strong knowledge and hands-on experience with Agile SDLC methodology; knowledge of other methodologies is a plus.

Minimum Entrance Requirements:

Applicants must have (A) at least three (3) years of full-time or equivalent part-time professional or practical experience in the field of information technology application development and support, or (B) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. An Associate's degree in a related field may substitute for one (1) year of the required experience.

II. A Bachelor's degree or higher in a related field may substitute for two (2) years of the required experience.

III. A Master's degree or higher in a related field may substitute for the required experience .
