Job Description

The Executive Office of Veterans Services (EOVS) is a state agency whose mission is to be the primary advocate for all veterans in the Commonwealth and provide them with quality support services. To accomplish this, EOVS administers an array of programs and services, such as needs-based benefits program (Chapter 115), coordinating with Veteran Services Officers located in every community in the Commonwealth, which provides direct financial assistance and annuity benefits to veterans and eligible next of kin, funding to organizations offering homelessness, transitional housing, and outreach to veterans, connections to Massachusetts Career Center veteran employment services, operating two Massachusetts Veterans Homes (MVH) and two state veterans cemeteries, and employing two unique and mission-critical outreach teams: The SAVE Suicide Prevention Team, and Women Veterans Network. In addition, EOVS is the only representative for all state agencies and for individual veterans before the Federal Department of Veterans Affairs in securing federal compensation and other available benefits.

The vision of the Executive Office of Veterans Services (EOVS) is to ensure that Massachusetts is a place where all veterans and their families have awareness of and access to the benefits and to the services earned, that they are respected for the service they have rendered and are able to love healthy and productive lives.

EOVS is looking to hire an innovative and passionate individual to serve as the Secretary Chief Information Officer (SCIO). The SCIO leads EOVS' IT department, with responsibility for all technology products, systems, and applications. This role provides IT guidance to improve operations and integrates data sharing strategies among teams, agencies, and service providers. The SCIO will act as the main liaison with the Executive Office of Technology and Security Services (EOTSS).

The primary work location for this role will be 100 Cambridge Street, Boston, MA, 02108. The work schedule for this position is Monday through Friday, 8:45AM EST to 5:00PM EST. This position is expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed. Occasional travel to local EOVS affiliated offices may be required.

Duties and Responsibilities:

  • Oversee the implementation of new Executive Office of Veterans Services (EOVS) information technology systems; knowledge of application landscapes and secretariat priorities; monitor the progress, risk, and quality of all aspects of service and application development, implementation, and maintenance activities.
  • Provide for the technology service needs for EOVS; develop and manage agency Service Level Agreements (SLA); resolve performances gaps and provide quarterly performance reports to agency executives; schedule, prepare and conduct follow-up activities for quarterly meetings between agency heads to discuss IT needs issues and successes
  • Serve as primary Point of Contact for service-related emergencies that impact agency IT operations; oversee the development and enforcement of all ADA accessibility standards across all secretariat applications and programs; ensure that operationally necessary accessibility supports are available to department personnel.
  • Supervise IT Project Managers responsible for the maintenance and operation of services and other applications that support EOVS operations and provide management policy guidance.
  • Oversee all IT budget planning and expenditure monitoring activities; ensure that executive staff is apprised of all major department financial needs; review and sign off for final approval by EOVS CFO of all major IT and systems integration procurement and contract documents
  • Oversee the development and implementation of all EOVS IT strategic initiatives and priorities; represent and advocate for IT needs and program policy priorities; coordinate agency priorities with Project Management and Planning (PMO) and other EOVS IT teams as needed.
  • Decide on strategic, operational, policy and budget matters; recommend technology service and application priorities and strategies; participate in departmental meetings as a senior executive and IT advisor; participate on other projects and activities as assigned by the Secretariat executive office.

Preferred Knowledge, Skills, and Abilities:

  • Minimum of 7 (seven) years of experience in IT administration or IT management.
  • Minimum of 4 (four) years of experience in managerial capacity.
  • Extensive experience in application development, information analysis and reporting, networking and systems integration, and architecture.
  • Knowledge of System Development Life Cycles and methodologies include the use of tools for managing project timelines and change control.
  • Experience and training in project management and state-of-the-art management information systems.
  • Knowledge of risk management principles and methodology & quality control and quality assurance principles and practices.
  • Work collaboratively with the Budget office to develop IT Budget and Spending Plans
  • Ability to develop and present informational, analytical, operational, and departmental periodic and ad hoc reports.
  • Ability to develop a technology strategy, plan acquisition of technology, lead development and enhancement of IT systems in compliance with architectural standards, and monitor ongoing operations to anticipate changes in requirements
  • Knowledge of Advanced Planning Documents (APD).
  • Understanding of procurement and contracting regulations and policies.
  • Knowledge of business process improvement theory and practice.
  • Ability to establish strategic goals and objectives & prioritize program goals and objectives.
  • Effective leadership and management experience & organizational and analytical skills.
  • Knowledge of project management principles and practices, including the management of staff and professional development.

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) seven (7) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in IT administration or IT management, of which (B) at least four (4) years must have been in a managerial capacity.
