Position Summary:
The Department of Conservation and Recreation seeks qualified applicants for the position of Long-Term Seasonal Regional Planner II to enable the Design & Project Management (D&PM) Architecture Section to conduct research, planning and project management to advance DCR's state-wide facility assessment projects.
To meet the requirements of Executive Order 594, DCR will undertake a state-wide assessment of its maintenance facilities. Goals of the project will be to address health and safety of our staff with code compliance, make maintenance work efficient and cost-effective with adequate equipment and storage and importantly, install the mechanical systems to make these facilities net zero, including PV systems, air source heat pumps, battery storage and charging stations for electric vehicles and landscaping equipment. The Regional Planner II will do the critical work of researching archives for plans and documents, developing an inventory of maintenance facility and storage locations, and with both AMMP and field observation, assess the condition of the buildings and structures, including their mechanical systems, envelopes, structural condition and cultural resource value.
The RP II will complete an in-house analysis and create reports for all five DCR regions state-wide. This information will be synthesized into an RFP scope for a consultant to complete an in-depth analysis and create a strategic plan for facilities by region. The RP II will act as project manager for this effort.
The RP II will work on high priority energy and climate related projects including all aspects of project management. This involves developing a scope of work, writing RFPs, solicitation, proposal review, contracting, invoice payments, oversee consultant work and coordinate with appropriate DCR offices.
Duties:
- Complete all phases of project management from developing scopes for studies and assessments to taking projects through to construction.
- Work with Office of Cultural Resources to locate record plans and archives
- Document cultural resource value of older structures
- Coordinate inventory with DCR's Asset Management Modernization Program (AMMP)
- Coordinate locations with DCR's GIS program
- Conduct field observation trips to interview Operations staff and photograph and document existing conditions
- Qualitative, quantitative and spatial data analysis
- Data visualization and reporting including but not limited to web dashboards, written documents and presentations.
- Prepare final reports to summarize findings
- Other related duties, as required
Preferred Qualifications:
- Knowledge of architectural design, construction, and architectural graphics standards
- Ability to use ACAD and Excel spreadsheets
- Familiarity with ARCGIS data and tools, working knowledge of how to conduct spatial analysis and research
- Familiarity with energy conservation measures and decarbonization technologies like photovoltaic systems and air source heat pumps
- Experience in field work related to building assessment and documentation
- Ability to prepare substantive reports and slide decks with illustrative graphics
- Ability to work well with others, communicate regularly with supervisor
- Ability to manage project budgets and schedules
- Ability to work independently and as part of a team.
- Experience in creating and reviewing architectural plans and site plans
- Project management experience
- Ability to self-manage and work efficiently
- Willingness to spend time in the field
- Ability to coordinate with DCR's GIS and AMMP staff
Other:
This position is subject to the Commonwealth's hybrid work model, which involves a combination of teleworking, site visits as necessary, and at least one day reporting to the Boston office.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) three years of full-time, or equivalent part-time technical or professional experience in urban or regional planning, environmental planning, transportation planning or land use planning, and (B) of which at least one year must have been in a professional capacity or (C) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. A Bachelor's degree with a major in urban or regional planning, environmental planning, urban studies, architecture, landscape architecture, civil, environmental, or transportation engineering or environmental sciences may be substituted for two years of the required (A) experience.
II. A Graduate degree with a major in urban or regional planning, environmental planning, urban studies, architecture, landscape architecture, civil, environmental, or transportation engineering or environmental sciences may be substituted for the required experience.
*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually competed.
SPECIAL REQUIREMENTS: Based on assignment, possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License.
