Relocation Supervisor (Right of Way Agent IV)

Position Summary

Incumbents of positions in this series provide technical assistance on such matters as land takings, relocation of businesses and homeowners, etc.; make on-site visits of properties and structures; conduct research at various sources of property data; respond to inquiries from landowners and others; negotiate with landowners; and perform related work as required. The basic purpose of this work is to perform a variety of activities including property appraisal and relocation assistance in connection with real property acquisition by state government.

Duties and Responsibilities

  • Coordinate and direct relocation activities within the district ROW office and provide recommendations on courses of action to be taken.
  • Supervise the work and performance of other Relocation Agents as directed.
  • Evaluate and foster supervised staff according to EPRS guidelines.
  • Establish and develop rapport with the property owner(s); document, in detail, all owner contact.
  • Obtain assessment and zoning data from municipalities to ensure proper placement of relocated items such as signs, light poles and utility hook-ups and make other preliminary investigations of subject properties.
  • Review ROW plans.
  • Compile case information in physical and electronic formats.
  • Prepare various departmental forms and obtain appropriate signatures.
  • Interview property owners and tenants; explain relocation benefits as mandated by 49 CFR Section 301 Part 25 and M.G.L. 79A.
  • Brief relocates on the relocation process and on their rights and benefits.
  • Ensure adherence to project deadlines and monitor accuracy and completeness of all case information.
  • Provide information at public hearings/meetings and answer inquiries from other MassDOT offices.
  • Assist other sections within the ROW Bureau as required.
  • Provide instruction to other staff.
  • Cover staffing deficiencies in all districts to ensure proper relocation benefits are being administered.
  • Maintain a close working relationship with the District Highway Directors.

Qualifications

Minimum Entrance Requirements

This requisition will remain open until filled; however, first consideration will be given to those applicants that apply within the first 14 days.

This position is open to current employees of the Massachusetts Department of Transportation only.

Current MassDOT employees should use their internal MassCareers account to apply.

Applicants must have at least (A) five (5) years of full-time, or equivalent part-time, experience in the field of real estate, the major duties of which included sales, appraisal, property management, assessment, leasing, conveyancing or right of way work, of which (B) at least two years was in an administrative or supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. An Associate's or higher degree with a major in real estate may be substituted for a maximum of two years of the required experience.

Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

Note: No substitutions will be permitted for the required (B) experience.

Applicants must have a background in real estate and property management. Must have supervisory experience and writing skills.

SPECIAL REQUIREMENT: Possession of a current and valid Massachusetts Class D Motor Vehicle Operator's License is required.
